Answers to QUESTIONS.....AMENDMENT 00001 1)QUESTION: Could you please confirm whether subcontracting is permitted under this solicitation, subject to the incorporated Limitations on Subcontracting clause and any consent-to-subcontract requirements. ANSWER: SUBCONTRACTING IS PREMITTED 2) QUESTION: if an SDVOSB prime contractor uses a first-tier similarly situated SDVOSB small business subcontractor that performs the janitorial work with its own employees, will that structure be acceptable under the solicitation? ANSWER: YES, THAT IS ACCEPTABLE. 3) QUESTION: the solicitation cover/SF form lists the offer due date as September 1, 2026 at 1700 CT, while Section L, provision 3.2.2.3-20(d), states that offers are due September 1, 2026 at 12:00 PM CT. ANSWER: CORRECT INFORMATION IS September 1, 2026 at 1700 CT; CORRECTED - Clause: AMS - 3.2.2.3-20 Offers (JAN 2018) 4) QUESTION: Section L requires the offeror to provide at least three similar projects, and Section M states that an acceptable proposal must demonstrate at least three successful relevant projects. Can we perform through a qualified local janitorial subcontractor/teaming partner with directly relevant projects. ANSWER: PROPOSAL'S, CUSTOMER SATISFACTION SURVEYS, and PAST EXPERIENCE MUST BE FROM THE PRIME; PLEASE SEE SUBCONTRACTING CLAUSES under AMS 3.6.1 SMALL BUSINESS UTILIZATION PROGRAM. The Past Experience and Past Performance should be based on the Offeror submitting a proposal. 5) QUESTION: Please confirm whether the FAA will evaluate clearly attributed relevant experience of a proposed performing subcontractor/teaming partner toward the prime offeror's Past Experience factor, provided the proposal identifies the performing entity, its role/workshare, the applicable projects, and the underlying client references. ANSWER: PROPOSAL'S, CUSTOMER SATISFACTION SURVEYS, and PAST EXPERIENCE MUST BE FROM THE PRIME; PLEASE SEE SUBCONTRACTING CLAUSES; PLEASE SEE SUBCONTRACTING CLAUSES under AMS 3.6.1 SMALL BUSINESS UTILIZATION PROGRAM. Any teaming arrangements should be clearly noted. ANSWER: INCUMBENT IS C3 MEDICAL DISTRIBUTORS, INC. 8) QUESTION: The notice indicates that vendor questions are due on September 1, 2026, at 5:00 PM CT, which is the same deadline listed for proposal submissions. Could you please confirm if this is a typographical error? ANSWER: Questions Regarding the Solicitation = CORRECT INFORMATION IS 25 August 2026, 12:00 PM CT AND Offers = CORRECT INFORMATION IS September 1, 2026 at 1700 CT. 9) QUESTION: While preparing our offer for the above-referenced solicitation, we noted discrepancies between the solicitation documents and the SAM.gov posting regarding two key dates/times: ANSWER: Questions Regarding the Solicitation = CORRECT INFORMATION IS 25 August 2026, 12:00 PM CT AND Offers = CORRECT INFORMATION IS September 1, 2026 at 1700 CT. 10) QUESTION: Provision SA19 (Questions Regarding the Solicitation) in the SIR states questions must be submitted no later than 25 August 2026, 12:00 PM CT. The SAM.gov posting reflects a questions deadline of 1 September 2026, 1700. ANSWER: Questions Regarding the Solicitation = CORRECT INFORMATION IS 25 August 2026, 12:00 PM CT 11) QUESTION: Clause 3.2.2.3-20 (Offers) and provision SA51 (Submission of Offer - Services) in the SIR state offers are due by 1 September 2026, 12:00 PM CT. Block 8 of the SF-1449 cover page and the SAM.gov posting both state the offer due date/time as 1 September 2026, 1700 CT. ANSWER: Offers = CORRECT INFORMATION IS September 1, 2026 at 1700 CT. Please clarify whether this is a duplicate reference and identify the specific Section K forms or certifications that must be completed and returned with the proposal. ANSWER: disregard d) under 1) business proposal in AMS Clause SA51 14) QUESTION: Past Performance Survey Submission: Please confirm whether offerors should include a reference list, copies of the Customer Satisfaction Surveys, or evidence that surveys were requested within the Technical Proposal, given that completed surveys are required to be submitted directly to the FAA by third-party references. ANSWER: I suggest either include a reference list or evidence that surveys were requested QUESTION: Incumbent Contractor and Current Contract Value-Please identify the incumbent contractor currently providing janitorial services at the Minot ATCT and SSU, along with the current contract number, annual contract value, and current period of performance, if available. QUESTION: Square Footage and Facility Breakdown-Please provide the total cleanable square footage for the Minot ATCT and SSU, separately identifying the square footage for each building and, if available, by floor or major functional area.
