Cassano, Sgt/USMC Anticipated NAICS: 517111, Wired Telecommunications Carriers - 1,500 employees (subject to confirmation) Anticipated PSC: DG11, IT and Telecom - Network: Satellite Communications and Telecom Access Services 1. Purpose and Regulatory Basis Marine Corps Installations East (MCIEAST) is conducting market research under the Department of Defense class deviation implementing Revolutionary Federal Acquisition Regulation (RFO) Part 10 and DFARS/PGI Part 210. This notice seeks information from interested sources concerning the availability, capability, customary commercial practices, and competitive conditions for commercial television and related services. The Government will use the information received to refine its legitimate need, identify serviceable locations and delivery technologies, determine commercial practices, assess small-business participation, develop an acquisition strategy, and decide whether a single award, multiple awards, geographic awards, or another approach is appropriate. This notice is not a request for quotation, request for proposal, invitation for bid, or promise to issue a future solicitation. Responses are not offers and will not be accepted to form a contract 2. Background and Preliminary Need The United States Marine Corps has recurring requirements for commercially available television programming at Government facilities. The contemplated requirement may include activation and recurring programming service, contractor-furnished receiving or conversion equipment, standard installation, site surveys, maintenance, outage response, moves/adds/changes, disconnects, equipment accountability, and transition support. The desired outcome is reliable television service to Government-owned televisions or monitors without unnecessary dependence on Government information systems. The Government is interested in commercially available wired, fiber-based, satellite, stand-alone Internet Protocol television, or other technically viable approaches. Respondents should identify any cybersecurity, network, licensing, or infrastructure implications associated with their proposed delivery method. Current Government records indicate that at least one nonexclusive cable franchise agreement covers certain installations. The Government is separately verifying the current franchise terms, amendments, expiration, installation approval processes, and ownership of existing facilities. A Government contract and an installation franchise or access authorization are separate instruments. The Government does not represent that any respondent may use facilities, equipment, cabling, conduit, headend equipment, or outside plant owned or controlled by an incumbent provider. Respondents should base capability statements on facilities they own or lease, or on access rights they can lawfully obtain. Please see attachment for further information.
