Durham VAMC Virtual Pharmacists Sources Sought Notice

This Sources Sought Notice is for the Durham VAMC to determine sources for Virtual Pharmacists Services. This is a SOURCES SOUGHT announcement only. The purpose of this notice is to conduct market research and obtain information from qualified businesses. This is not a request for bids, quotes, or proposals. All responsible sources must submit a capability statement addressing its capabilities, capacity, and location which shall be considered by the agency. The responses to this announcement will assist in determining the socio-economic set aside if feasible. The Veteran s Administration is required by Public Law 109-461 to give priority to SDVOSB and VOSB concerns if there should be sufficient firms available to compete under a set aside. If insufficient veteran owned and small business response is received to establish the basis for setting this action aside for other than large business participation then the action will be advertised as full and open competition, in which case, all interested parties responding shall be eligible to quote. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Interested parties submitting a response to this inquiry must include the following information: name and address of company; business size (large, small, VOSB, or SDVOSB); identify applicable socioeconomic categories and any pertinent information which demonstrates the firm s ability to meet the above requirement. All responses shall be submitted no later than September 24, 2026, at 10:00am EST. Responses shall be emailed to: cleveland.wynne@va.gov. The contractor shall provide supplemental prescription finishing services on a daily basis with primary focus of coverage during off tours, nights, weekends, and Federal/National Holidays provided by a licensed pharmacist to keep the number of pending prescriptions routed for mail to 500 or less on a daily basis. Prescription finishing includes verification of appropriate dose, route, quantity, accurate directions, evaluation for drug-drug interactions, contraindications, recorded allergies and assuring the printed labels will be understandable to the patients. Finished prescriptions will be suspended for Consolidated Mail-out Patient Pharmacy (CMOP). The contractor will strive for a zero-error rate in all aspects of the finishing process. The contractor shall not finish prescriptions that are problematic, including new prescriptions for non-formulary or restricted medications, prescriptions that are contraindicated due to drug-drug interactions or allergies or prescriptions for dosages outside the recommended dosing ranges. Contract pharmacists must access the Durham VA Health Care System (DVAHCS) computer system via RESCUE. The Department of Veterans Affairs Durham will not provide the contractor with computers. The Durham ISO will provide instructions for use of RESCUE. RESCUE is the VA s solution to remote connection to the VA network. It is a Virtual Private Network (VPN) that encrypts point to point communication. For example, using a government encrypted laptop, the user signs into the RESCUE client which establishes the secure session. Once they connect via RESCUE, they will have access to their VA email, VistA, CPRS, network drives, etc. As it pertains to contractors or vendors, they either request a national VPN account if they contract w/ many different VAs, or they request a site-to-site VPN.
