This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Marine Forces Special Operations Command (MARSOC) is requesting quotes for (1) Utility Task Vehicle (UTV). The Government anticipates awarding a single, firm-fixed-price purchase order to the responsible vendor whose quote represents the Lowest Price Technically Acceptable (LPTA) to the Government. Evaluation Factors for Award: The Government will award a purchase order based on a Pass/Fail basis using the following two evaluation factors: Factor 1: Technical Acceptability (Pass/Fail). The Government will evaluate the quote to ensure the proposed UTV meet all mandatory requirements outlined in the Salient Characteristics below. Quotes that do not meet 100% of the salient characteristics will be rated as Technically Unacceptable and will not be considered for award. Factor 2: Price. The price must be inclusive of all items, assembly, and FOB Destination shipping costs. Delivery Address (FOB Destination): Stone Bay Rifle Range, MARFORSOC, Sneads Ferry, NC 28460. (Exact drop-off location/facility coordinate will be finalized in the award document). Minimum Salient Characteristics: Seat Capacity: 2 Passenger Drive system: 4WD or All-Wheel Drive (AWD) Powertrain: Diesel Powered Suspension: Heavy-duty suspension with hydraulic shocks Headlights: Manufacturer standard headlights (Halogen or LED) Color: Dark Gray body color, Gray seats (Factory standard or dealer-applied; no high-vis red, blue, or neon orange) Cargo Bed: 6-foot metal long bed with side panels that fold down or remove without tools Bed Capacity: 1,000 lbs minimum Total Payload Capacity: 1,500 lbs minimum Tires: ATV-style tires for durability and off-road capability Safety Equipment: ROPS (Roll-Over Protection Structure), seatbelts, headlights, tail-lights, turn signals, horn, side mirrors, and rearview mirror Technology Restriction: No smart technology (No Wi-Fi, Bluetooth, GPS telematics, or cellular connectivity) Basic Warranty: 2 Years Submission instruction: Submit all quotes directly to SSgt Ger Yang at ger.yang.mil@socom.mil before the close date of September 11, 2026 at 10:00 EDT.
