Justification of Award for Low Titer Whole Blood

The contractor will provide Low Titer O Whole Blood in support of patients at Naval Medical Center Camp Lejeune (NMCCL), NC. The Government is seeking sources that can meet all the following requirements: Must be able to provide a minimum of 120 units per year that have been constituted and validated for use in the NMCCL refrigerators. All blood products must comply with all pertinent local, state, and federal laws, regulations, rules, and guidelines, including but limited to those set forth in Section 351 of the Public Health Service Act (42 U.S.C., 301, et seq.), U.S. Code of Federal Regulations, 21 CFR, 600-640. Can provide the required blood products 24 hours per day, 7 days per week to include all Federal Holidays. Can deliver the Low Titer O Whole Blood within 3.5 hours upon receipt of request in certain instances.
