Overview: Naval Facilities Engineering Systems Command (NAVFAC) Mid-Atlantic invites contractors to learn about and ask questions regarding a proposed project located at the Marine Corps Air Station, Cherry Point, North Carolina NAVFAC is preparing to advertise in September/October 2026. Estimated Construction Cost: Over $500,000,000 Project Description: This is a Design-Bid-Build (DBB) project and will utilize the Early Contractor Involvement (ECI) acquisition method. P-271 E-130J Main Operating & Training Base is a project that will construct all operational and support facilities for E- 130J Main Operating Base (MOB) and Fleet Replacement Squadron (FRS) training campus at the Marine Corps Air Station (MCAS) in Cherry Point, NC. New construction facilities include an aircraft parking apron, aircraft access apron, taxiway, three-bay aircraft maintenance hangar, training building, Mobile Support Unit operational compound, and an aircraft maintenance and ground support equipment warehouse. Renovation of existing facilities includes Building 244 for Center for Naval Aviation Technical Training (CNATT) academic and applied training functions associated with the E-130J. The Aircraft Maintenance Hangar will be a two-story building with high-bay, overhead maintenance space to support three E-130J aircraft. The hangar will be constructed as four separate buildings with expansion joints, built on deep foundations using driven precast, prestressed concrete piles. The Hangar Security Building is a single-story security guard house, outside of the PL2 security fenceline, that provides controlled access to the hangar enclave for vehicles and pedestrians. The Training Building is a predominantly single-story building, divided into four massing areas with varying roof heights. Much of the facility is low-rise, with roof heights of 16-20 feet. The Mobile Support Unit Operational Compound is a low-rise, pre-engineered long-span metal building. The Aircraft Maintenance and Ground Support Equipment (GSE) Warehouse is a low-rise, pre-engineered metal building with structural columns located along the middle of each space. The project will renovate and alter portions of Building 244 which has a total floor area of 4,356 m2 and currently supports existing CNATT functions. The project also includes significant road widening along Roosevelt Avenue and Access Roads, utility upgrades including the replacement of an electric substation, water, sewer and communications lines and a pump station.
