EXECUTIVE SUMMARY *See attached Amendment FA448426R00040003 SF30 for latest amendment. There are various updates made to the solicitation. *This has been amended to extend the offer due date to 17 July 2026 at 1200 PM EST. See attached Amendment FA448426R00040002 SF30 *This has been amended to reflect changes to Attachments 7 and 11. See attached Amendment FA448426R00040001 SF30. 1. Introduction: The U.S. Air Force 87 Contracting Squadron (CONS), Joint Base MDL, New Jersey has a requirement for providing Integrated Solid Waste Management (ISWM) in accordance with Performance Work Statement (PWS) (Attachment 10) dated 02 April 2026. 2. Contracting Strategy: The Government contemplates a single award of a Firm Fixed Price (FFP) Requirement IDIQ. The acquisition is based upon competition to represent the Best Value to the Government. For proposal instructions and submittal information, see Attachment 5 - 52.212-2 Instructions to Offerors - Section L, 21 April 2026. For the basis of award, see Attachment 6 - 52.212-2 Evaluation Factors Addendum - Section M 7 May 2026. 3. Period of Performance (POP): The anticipated PoP is as follows: Base Period, Twelve (12) Month PoP from 01 Oct 2026 through 30 Sept 2027. Option Year 1, Twelve (12) Month PoP from 01 Oct 2027 through 30 Sept 2028. Option Year 2, Twelve (12) Month PoP from 01 Oct 2028 through 30 Sept 2029. Option Year 3, Twelve (12) Month PoP from 01 Oct 2029 through 30 Sept 2030. Option Year 4, Twelve (12) Month PoP from 01 Oct 2030 through 30 Sept 2031. 4. Contract Type: This will be a FFP Requirements IDIQ: 5. All options, if exercised, will be exercised in accordance with the terms and conditions of the contract. Option Clauses incorporated in the solicitation are as follows: RFO 52.217-5, Evaluation of Options (DEVIATION Feb 2026) RFO 52.217-8 Options to Extend Services (Nov 1999) RFO 52.217-9, Option to Extend the Term of the Contract (Mar 2000) 6. See Sections L and M for details pertaining to pricing. 7. The Offeror shall submit a Small Business Subcontracting Plan in accordance with RFO Clause 52.219-9, Small Business Subcontracting Plan. This requirement is separate from the Small Business Participation Factor and will not be evaluated as part of the Small Business Participation Factor evaluation. 8. A site visit will be held at building 2402, Joint Base McGuire-Dix-Lakehurst on 18 June 2026 at 1000. Address is 2402 Vandenberg Ave, McGuire AFB, NJ 08641. Questions or requests for extension submitted after the cut-off date will not be considered. 10. Submit pricing on attached SF 1449 Solicitation - FA448426R0004. Offers must be received no later than 1500 Eastern Time on 21 July 2026 to TSgt Anna Moritz at anna.moritz@us.af.mil and Patrick Duff at patrick.duff.5@us.af.mil. Offers or requests for extension submitted after the cut-off date/time will not be considered. 11. This Executive Summary has been prepared as an aid to you, the potential offeror. The Government has made every effort to accurately reflect the requirements and information contained in this solicitation. However, if there are any inconsistencies between the executive summary and the solicitation, the solicitation will govern.
