Description

The County of Middlesex has been awarded congressionally designated funding through the North Jersey Transportation Planning Authority (NJTPA). In coordination with the New Jersey Department of Transportation (NJDOT) Local Aid program, the funding will be utilized towards the concept development phase for the Ryders Lane Multiuse Path Extension Project, which will establish a continuous multiuse path between the Cranbury Road/Ryders Lane intersection and Winton Road. The County of Middlesex is seeking a qualified consultant to successfully complete the Concept Development Phase of the project to be eligible to receive Federal funding for CD phase. The selected consultant will be required to comply with all applicable Federal and State regulations and contracting provisions required by the Federal and State funding authorities and the County of Middlesex. The proposer shall submit information regarding ESBE participation for the project and describe how the goal of a minimum of 10% on this project will be accomplished. ESBE firms must be NJDOT approved. Through this RFP, the County of Middlesex is seeking to engage one firm to provide professional consultant services for a County of Middlesex project. The major objective will be for the Concept development study of multi-use path between Cranbury Road/Ryders Lane Intersection to Winton Road, East Brunswick Township, Middlesex County, N.J. Funding for this project is provided through congressionally designated funds allocated by the North Jersey Transportation Planning Authority (NJTPA) and administered by the New Jersey Department of Transportation (NJDOT). The selection process that will be utilized is a Qualifications Based Selection Process in accordance with the Federal Brooks Act. Each technical proposal received by the stipulated cut-off date, and which meets the prequalification requirements stipulated herein, will be evaluated by a consultant selection committee. Proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.2, et seq., and as such, consultants are exempt from the limitations on making political contributions under that law. Further, for that reason, as well as because of a language in the New Jersey's Annual Appropriations Act, refusal to disclose campaign contributions otherwise required by N.J.S.A. 19:44A-20.2 et seq. and 19:44A-20.25 et seq., will not adversely affect your consideration for award. The vendor shall maintain all documentation related to products, transactions, or services under this contract for a period of five years from the date of final payment. Such records shall be made available to the New Jersey Office of the State Comptroller upon request. Cost plus fixed fee with the NJDOT approved overhead rates are to be used when preparing the Cost Proposal. Technical Proposals and Cost Proposals shall be submitted separately.
