Description
PURPOSE The purpose of Amendment 0004 is to provide prospective offerors with clarifications and incorporate corrected and revised solicitation documents for Off-Site Laundry Services under Solicitation No. 6923G226Q000026. CORRECTED SOLICITATION The revised solicitation is incorporated and supersedes the version issued with Amendment 0002 to the extent of the revisions identified in this amendment. Amendment 0003 remains in effect. PERIOD OF PERFORMANCE The schedule and all affected solicitation references are revised as follows: Base Period (CLIN 00001): November 1, 2026 through June 30, 2027 - 8 months. Option Period 1 (CLIN 00002): July 1, 2027 through June 30, 2028 - 12 months. Option Period 2 (CLIN 00003): July 1, 2028 through June 30, 2029 - 12 months. Option Period 3 (CLIN 00004): July 1, 2029 through June 30, 2030 - 12 months. REVISED VENDOR PRICE SHEET Attachment 4, Revised Vendor Price Sheet, is incorporated and reflects firm-fixed monthly pricing. CLIN 00001 is Quantity 8, Unit MONTH. CLINs 00002 through 00004 are each Quantity 12, Unit MONTH. The Extended Amount cells for CLINs 00001 through 00003 are blocked out to clarify that offerors are not required to enter amounts in those fields. A reference to FAR 52.217-8 is included in the Extended Amount heading for additional clarity. Offerors shall enter a firm-fixed monthly unit price for each CLIN and shall use the revised Attachment 4 when submitting their proposals. Attachment 4 is the sole Vendor Price Sheet applicable to this solicitation. EVALUATION METHOD - TECHNICAL APPROACH The reference to “ordering and installing equipment” is deleted from the Evaluation Method. Offerors shall address their technical approach and experience in performing the off-site commercial laundry services described in the solicitation and Performance Work Statement. FACTOR III - PRICE This is a Firm-Fixed-Price requirement. Each offeror must submit a completed Attachment 4, Revised Vendor Price Sheet. The Contract Price Subtotal is the sum of the base period, CLIN 00001, and all option periods, CLINs 00002 through 00004. For evaluation purposes only, the Government will add an amount equal to six months at the monthly unit price proposed for the final option period, CLIN 00004, pursuant to FAR 52.217-8. The Total Evaluated Price is the Contract Price Subtotal for CLINs 00001 through 00004 plus the FAR 52.217-8 evaluation-only amount. The FAR 52.217-8 evaluation-only amount does not obligate the Government to exercise an extension of services. Prices will be evaluated for fairness and reasonableness, including whether pricing is unbalanced among the base and option periods. OPTION PROVISION AND CLAUSES The following provision and clauses are incorporated into the solicitation: FAR 52.217-5, Evaluation of Options; FAR 52.217-8, Option to Extend Services; and FAR 52.217-9, Option to Extend the Term of the Contract. The 44-month limitation under FAR 52.217-9 does not include a separate extension of services exercised under FAR 52.217-8. If the Government exercises the full six-month extension available under FAR 52.217-8, the maximum potential period of performance will be 50 months. CLAUSE REMOVALS The following provisions and clauses are removed from the solicitation: FAR 52.219-4, Notice of Price Evaluation Preference for HUBZone Small Business Concerns; FAR 52.219-9, Small Business Subcontracting Plan; FAR 52.219-16, Liquidated Damages - Subcontracting Plan; and FAR 52.219-33, Nonmanufacturer Rule. QUESTIONS AND ANSWERS The corrected Government Responses to Industry Questions are incorporated. Formatting that previously cut off certain responses has been corrected. References to an “annual” base year in the Government responses to Questions 41, 50, and 78 are revised to reflect the eight-month base period and the revised monthly pricing structure. PERFORMANCE WORK STATEMENT AND QASP The corrected Performance Work Statement and Quality Assurance Surveillance Plan are incorporated in both clean and genuine tracked/redline versions. The revised documents reflect the controlling period of performance. WAGE DETERMINATION Service Contract Labor Standards Wage Determination No. 2015-4157, Revision 32, dated July 30, 2026, is incorporated into the solicitation. ATTACHMENTS The following documents are incorporated by Amendment 0004: Attachment 1A - Revised Solicitation, Redline Version Attachment 1B - Revised Solicitation, Clean Version Attachment 2A - Revised Performance Work Statement, Redline Version Attachment 2B - Revised Performance Work Statement, Clean Version Attachment 3A - Revised Quality Assurance Surveillance Plan, Redline Version Attachment 3B - Revised Quality Assurance Surveillance Plan, Clean Version Attachment 4 - Revised Vendor Price Sheet Attachment 5 - Government Responses to Industry Questions Attachment 6 - Wage Determination No. 2015-4157, Revision 32 The clean versions of Attachments 1, 2, and 3 control in the event of any discrepancy between the clean and redline versions. PROPOSAL SUBMISSION DEADLINE The proposal submission deadline remains August 28, 2026, at 2:30 p.m. EDT. Amendment 0004 does not extend the proposal submission deadline. Offerors shall acknowledge receipt of Amendment 0004 with their proposals. Except as expressly revised by this amendment, all other terms and conditions of the solicitation remain unchanged. END OF AMENDMENT 0004 CONTINUATION LANGUAGE ================================================================================================= The purpose of Amendment 0002 is to provide the Governments responses to industry questions; revise the Performance Work Statement and Quality Assurance Surveillance Plan; revise the quotation, pricing, Technical Approach, transition, and evaluation requirements; incorporate FAR 52.219-14, FAR 52.222-49, and Service Contract Act Wage Determination No.2015-4157, Revision No. 32, dated July 30, 2026; provide a mandatory Vendor Price Sheet; and extend the quote submission deadline. A. Quotation Due Date The quotation submission deadline is extended from August 17, 2026, at 2:30 p.m. EDT to August 18, 2026, at 2:30 p.m. EDT. B. Industry Questions and Government Responses Exhibit 1, Industry Questions and Government Responses, is hereby incorporated into the solicitation. The Governments responses apply equally to all prospective offerors. If a response conflicts with an express revision contained in this amendment, the express revision controls. C. Performance Work Statement The original Performance Work Statement, PWS_Off-Site_Base2025, is deleted in its entirety and replaced with PWS_Off-Site_Laundry_Services_Revised_Amendment_ 0002. D. Quality Assurance Surveillance Plan Except as revised below and by the other Amendment 0002 attachments, all solicitation terms and conditions remain unchanged. 1. Section 1 – Contract Administration Replace the Contracting Officer contact line with: ATTN: Carmen Feliz, Contracting Officer at FelizC@usmma.edu In paragraph (b) under “Procuring Contracting Officer (PCO)/Administrative Contracting Officer (ACO) Responsibilities,” replace the final sentence with: The ACO is as follows: Carmen Feliz, Contracting Officer. 2. Section 2 – Contract Clauses FAR 52.219-14, Limitations on Subcontracting (Oct 2022) Add FAR 52.219-14, Limitations on Subcontracting (Oct 2022), to Table 12-3, Clauses to Include as Prescribed. FAR 52.222-49, Service Contract Labor Standards—Place of Performance Unknown (May 2014) (a) This contract is subject to the Service Contract Labor Standards statute, and the place of performance was unknown when the solicitation was issued. In addition to places or areas identified in wage determinations, if any, attached to the solicitation, wage determinations have also been requested for the following: None. The Contracting Officer will request wage determinations for additional places or areas of performance if asked to do so in writing by August 18, 2026 at 2:30 p.m. EDT. (b) Offerors who intend to perform in a place or area of performance for which a wage determination has not been attached or requested may nevertheless submit bids or proposals. However, a wage determination shall be requested and incorporated in the resultant contract retroactive to the date of contract award, and there shall be no adjustment in the contract price. Section 4 – Instructions to Offerors Volume I – Factor I – Technical Approach Replace the first paragraph under “VOLUME I – Factor I – Technical Approach” with the following: Solicitation 6923G226Q000026 Amendment 0002 Quotations must include a technical approach in accordance with the PWS that demonstrates the offeror’s understanding of, and approach to, the required off-site commercial laundry services, including pickup, transportation, processing, delivery, student distribution monitoring, quality control, complaint resolution, and the required turnaround times. The technical approach should be 1–2 pages and must not exceed 5 pages. The technical approach must address the minimum requirements below. Retain items 1 through 4. Replace items 5 and 7 with the following: 5. Describe when and how the contractor will record the total daily weight and number of bags processed. 7. Provide documentation demonstrating prior experience performing comparable off-site commercial laundry services, with a summary of projects of similar size, scope, and complexity. Delete all references in the Technical Approach factor to ordering or installing equipment and performing similar repairs. Factor III – Price Insert the following before the existing price-evaluation sentence: Each offeror must provide a completed Attachment 4, Vendor Price Sheet. The total evaluated price is the sum of the base period (CLIN 00001) and each option period (CLINs 00002 through 00004). The resulting Factor III – Price text shall read: This is a Firm-Fixed-Price requirement. Each offeror must provide a completed Attachment 4, Vendor Price Sheet. The total evaluated price is the sum of the base period (CLIN 00001) and each option period (CLINs 00002 through 00004). Total price will be evaluated for fairness and reasonableness. 5. Quotation Deadline The quotation submission deadline is extended to August 18, 2026 at 2:30 p.m. EDT. ================================================================================================= The purpose of Amendment 0001 is to extend the offers due date in order to provide sufficient time for the Government to address and respond to questions received from prospective offerors. A. Proposal due date is changed from: Aug 10, 2026 02:30 pm EDT to August 17, 2026, 02:30 pm EDT. B. No other changes to the terms of this solicitation. NOTE: Offerors must sign/acknowledge all posted amendments. All Other Terms And Conditions Shall Remain The Same ================================================================================================ This is a solicitation for commercial products or commercial services prepared in accordance with FAR Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation No. 6923G226Q000026 is issued as a Request for Quotation (RFQ) for Off-Site Laundry Services at the United States Merchant Marine Academy (USMMA). The scope of work includes the contractor will pick-up laundry bags six (6) days a week (Monday through Saturday) from multiple (three) campus locations. Contractor is not responsible for providing laundry bags. Laundry to be processed off-campus (see geographic requirement in section 6) and returned within forty-eight (48) hours. On-campus storage facility (with metal shelves) will be provided by Government. Contractor is responsible for transporting bags down one flight of stairs to storage facility and providing employees to monitor student retrieval of completed laundry. Objective is to eliminate incidents of misappropriated bags by another individual. Freshmen indoctrination program during July requires special schedule of two campus visits per day and twenty-four (24) hour turn-around. This acquisition is set aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of these provisions and clauses may be accessed electronically at www.acquisition.gov. All responsible small business sources may submit a response, which, if received in a timely manner, will be considered by the agency. The associated North American Industry Classification System (NAICS) code for this procurement is 812320, Drycleaning and Laundry Services (except Coin-Operated), with a dollar threshold below $8 million. Offers received from firms that are not small business concerns will be considered nonresponsive and will be rejected in accordance with FAR 52.219-6, Notice of Total Small Business Set-Aside, which applies to this solicitation. The USMMA seeks a qualified and experienced contractor to perform the one-time comprehensive cleaning and remediation, in accordance with the Performance Work Statement (PWS). The deadline for the receipt of questions is 5:00 p.m. ET on July 30, 2026. All questions or comments shall be submitted via email to the Contracting Officer, Daphnee Ravilus, at RavilusD@usmma.edu. Responses to questions will be provided through a solicitation amendment. Quotations are due by August 10, 2026, at 2:30PM-ET via e-mail to the contracting officer. Quotations shall be prepared in accordance with Provision 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services. Offerors are advised that they are responsible for all solicitation documents and acknowledging any amendments and should re-visit this website periodically to check for any changes to this notice, updates, or amendments without further notice from the USMMA. BASIS FOR AWARD- A single Firm-Fixed-Price award will be made to the responsible offeror whose quote, conforming to this Solicitation, represents the Lowest Price Technically Acceptable (LPTA) offer. The Government will evaluate quotations on an acceptable/unacceptable basis to determine whether the offeror meets the requirements of the Performance Work Statement (PWS). Evaluation will be based on the offeror’s demonstrated technical capability to perform the required services and its past performance on projects of similar size, scope, and complexity. Award will be made to the responsible offeror whose quotation is determined to be technically acceptable and represents the lowest evaluated price. Quotations determined to be technically unacceptable will not be considered for award.
