Notice of Intent to Sole Source, ENDODRY Endoscope Drying and Storage Cabinet

The Defense Health Agency (DHACA), Contracting Activity - Healthcare Contracting Division - Northeast (HCD-NE) intends to Award a Firm Fixed Price Purchase Order on a sole source basis to Steris Corporation, 5960, Heisley Rd, Mentor, OH 44060-1834, utilizing the authority of Title 41 U.S.C. §1901(e)(2) as implemented in Revolutionary FAR Overhaul (RFO) FAR 12.102 (a): For acquisitions valued at or below the simplified acquisition threshold (SAT), document the decision that only one source is available and the basis for the decision. This requirement is for the procurement and installation of one (1) ENDODRY Endoscope Drying and Storage Cabinet at the Keller Army Community Hospital (KACH), West Point, NY. The ENDODRY drying cabinet is critical infrastructure for the safe drying and storage of flexible endoscopes following high-level reprocessing. The Government intends to procure from only one source under the authority of RFO FAR 12.102 (a): For acquisitions valued at or below the simplified acquisition threshold (SAT), document the decision that only one source is available and the basis for the decision. Agencies may contract without providing for full and open competition when the supplies or services required by the agency are available from only one responsible source and no other type of supplies or services will satisfy agency requirements. The provision of highly specialized equipment such as the requirement for ENDODRY Endoscope Drying and Storage Cabinet as a sole source is appropriate when it is likely that award to any other source would result in - (i) Substantial duplication of cost to the Government that is not expected to be recovered through competition; or (ii) Unacceptable delays in fulfilling the agency's requirements. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Any concerns with this intent to Sole Source may be submitted for consideration by the Government to Contracting Officer, Sara Fetterolf, at sara.m.fetterolf.civ@health.mil and Contract Specialist, Mohamed Koroma at mohamed.k.koroma.civ@health.mil with the Notice ID number referenced in the subject line.
