Description

Marine Corps Installations East (MCIEAST) intends to procure two (2) perpetual licenses of Mastercam Computer-Aided Design/Computer-Aided Machining (CAD/CAM) Software, including associated hardware and add-ons, on a sole source basis from Phillips Corporation, in accordance with the authority of FAR 12.102(a) for purchases not exceeding the simplified acquisition threshold and only one source reasonbly available. The North American Industry Classification System (NAICS) code for this procurement is 513210 (Software Publishers) with a corresponding size standard of $47.0 million. This software is required to support critical manufacturing and repair operations at Marine Corps Base Camp Lejeune. Market research concludes that only the brand-name Mastercam software is acceptable. As documented in the Government's justification, this software is the established standard for the Marine Corps' MOS 2161 Basic Machinist Schoolhouse and is the required Program of Record software for the Advanced Integrated Mobile Machine Shop (AIMMS). Use of any other software would require extensive, unfunded retraining, disrupt interoperability with fielded equipment, and negatively impact mission readiness. Furthermore, market research has confirmed that the Original Equipment Manufacturer (OEM), CNC Software, LLC (Mastercam), has established an exclusive partnership with Phillips Corporation for all sales to the U.S. Federal Government. This makes Phillips Corporation the only responsible source capable of providing the required new software licenses. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued. However, any firm that believes it can meet the requirement may give written notice to the Contracting Officer in the form of a capability statement. Supporting evidence in sufficient detail that demonstrates the ability to comply with the requirement must be furnished to the point of contact listed below no later than August 16, 2026, by 11:59 AM Eastern Time. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
