Description

The Mississippi State Department of Health (MSDH) is soliciting professional services in support of the Centers for Disease Control and Prevention (CDC) Overdose Data to Action – In States (OD2A-S) Cooperative Agreement (Federal Award Number NU17CE010201). The purpose of this procurement is to secure support for the remaining project period, September 1, 2026, through August 31, 2028, subject to the availability of funding and continued federal award authorization. The OD2A-S initiative implements comprehensive, data-driven strategies to prevent overdose deaths, improve health outcomes for individuals with substance use disorder (SUD), and strengthen statewide public health and cross-sector overdose prevention and response efforts. The selected contractor will provide programmatic support for community-level engagement, establishment and implementation of Public Health and Safety (PHAST) Teams, strategic planning, stigma reduction initiatives, training and technical assistance, multi-sector coordination, and ongoing program monitoring. Key responsibilities include developing and maintaining a tracking system to monitor project activities, deliverables, outcomes, and required federal performance measures; providing training and technical assistance to establish and sustain PHAST Teams; conducting strategic assessments; coordinating with law enforcement agencies, healthcare providers, and community-based organizations; delivering PHAST Toolkit training; and assisting local communities in implementing evidence-based overdose prevention, harm reduction, and public health response strategies. The recipient will also facilitate collaboration among policymakers, state agencies, healthcare organizations, community partners, and other stakeholders to strengthen Mississippi's statewide prevention, treatment, harm reduction, and recovery infrastructure. All services shall be performed in accordance with the objectives, performance measures, and requirements of the CDC OD2A-S Cooperative Agreement and applicable federal, state, and MSDH policies. The anticipated period of performance for this Agreement is September 1, 2026, through August 31, 2028, which corresponds with the approved project period of CDC Cooperative Agreement NU17CE010201. Funding under this Agreement is authorized one federal budget period at a time and is contingent upon receipt of future Notices of Award (NOAs), availability of appropriated funds, satisfactory performance, and written authorization from MSDH. The amount identified in this solicitation represents funding for the current federal budget period only and does not guarantee funding for subsequent budget periods.
