Request for Information - Sentinel OMC Packages & OGF, Malmstrom Air Force Base, MT

1. NOTICE AND DISCLAIMER This is a Request for Information (RFI) issued solely for market intelligence and acquisition planning purposes. This announcement does not constitute a Solicitation, Request for Proposal (RFP), Request for Qualifications (RFQ), or invitation for bid. No solicitation is currently available. Participation is strictly voluntary. The Government will not award any agreement or contract as a result of this RFI, nor will it reimburse respondents for any costs incurred in preparing or submitting a response. Submission of a response does not obligate the Government in any way and will not affect a firm’s ability to submit a proposal should a formal solicitation be issued in the future. While Other Transaction Authority is not subject to the Federal Acquisition Regulation (FAR) or FAR-based small-business set-aside rules, the NAICS code above is provided for market-intelligence purposes to help the Government understand the size and demographics of the interested industrial base. 2. PURPOSE The U.S. Army Corps of Engineers (USACE), Seattle District, is conducting market intelligence to assess industry capability, capacity, interest, and feedback regarding the potential establishment of a multi-year, multi-party Other Transaction Authority (OTA) framework agreement under 10 U.S.C. § 2808a. The framework would enable Seattle District to execute a multitude of OTA methods with multiple parties over numerous years, with individual projects or packages authorized through project orders. While the near-term primary focus is the Sentinel Operations and Maintenance Complex (OMC) packages (OMC includes Consolidated Maintenance Facility, Integrated Training Center, Missile Handling Center, and Integrated Command Center) and Operations Group Facility (OGF) at Malmstrom Air Force Base, the Government is also interested in industry feedback on a vehicle broad enough to support construction of numerous facilities at military installations under Seattle District’s area of responsibility. 3. PROJECT BACKGROUND – PRIMARY NEAR-TERM FOCUS The Sentinel (Ground Based Strategic Deterrent) program is modernizing the Nation’s land-based intercontinental ballistic missile force. At Malmstrom AFB, the Air Force is constructing a suite of new facilities collectively referred to as the OMC, together with the OGF. These facilities replace aging Minuteman III infrastructure and provide purpose-built command, maintenance, training, missile-handling, and operations capabilities for the Sentinel weapon system. Primary near-term facilities under consideration include (approximate sizes based on current planning data; final designs may vary): Consolidated Maintenance Facility (CMF) (Est. Magnitude: $200M-$300M) – Approximately 181,000 SF. Administrative offices, maintenance shops, drive-thru high bays with overhead cranes and vehicle exhaust systems sized for Transporter Erectors (TE), Payload Transporters (PT), and Missile Transporters (MT); vault and secure storage; loading dock and shipping/receiving areas. Integrated Training Center (ITC) (Est. Magnitude: $100M-$200M) – Approximately 77,000 SF. High-bay and single-story technical training labs, shops, and classrooms consolidating wing-level maintenance, security forces, cyber-defense, and operations training on Sentinel-unique systems and devices. Missile Handling Complex (MHC)(Est. Magnitude: $100M-$200M) – Two facilities totaling approximately 50,000 SF. Three-bay transfer facility with embedded rails for Sentinel missile handling and a companion three-bay facility for positioning and storage of mission-ready transporters/erectors. Integrated Command Center (ICC)(Est. Magnitude: $100M-$200M) – Centralized operations facility supporting day-to-day mission control, status and security monitoring, weapons-systems management, cyber defense, and real-time leadership situational awareness. Operations Group Facility (OGF)(Est. Magnitude: $200M-$300M) – Multi-story office and collaboration space supporting planning and operations functions, enhancing span of control, and providing associated support spaces (administrative, training, supply, and dispatch functions). Design for these packages is being performed by Jacobs Engineering under existing design contracts. Design maturity varies by package (35% to 95%, with a majority at 95% completion). The Air Force treats the OMC as one project under a single aggregated DD Form 1391. Utility Infrastructure, which serves the entire OMC campus, is currently being addressed under a separate OT method. POTENTIAL ACQUISITION STRATEGY – FRAMEWORK CONCEPT Seattle District is exploring the feasibility of establishing one large overarching Other Transaction agreement (or a limited number of agreements) under 10 U.S.C. § 2808a that would function as a flexible multi-year framework. Key characteristics under consideration include: Multi-year period of performance sufficient to support sequential and concurrent facility packages across the Sentinel beddown and related MILCON workload. It is anticipated to be approximately 5 years with the potential to extend to a total of 7 years. Multiple parties – Potential for single-agreement or multiple-agreement structure allowing the Government to select among qualified parties for individual project/sub-agreement opportunities. Multitude of OTA methods – Flexibility to apply Construction Management at Risk (CM@Risk), Progressive Design-Build, construction-only collaborative approaches, or other commercially adapted methods on a project-by-project basis depending on design maturity, risk profile, and schedule drivers. Project orders – Individual work packages or scopes would be authorized through bilateral project orders that define scope, price (or GMP), schedule, and method, analogous to task/project orders under an overarching agreement. Geographic and mission flexibility – While Malmstrom Sentinel packages (OMC and OGF) are the immediate focus, the framework is considering the possibility/capability for other MILCON workload assigned to Seattle District (anticipated to cover areas across Washington, Montana, Idaho, and Oregon. Military Installations include but are not limited to: Malmstrom Air Force Base, Fairchild Air Force Base, Mountain Home Air Force Base, Joint Base Lewis-McChord, Air National Guard Sites). The Government seeks industry input on whether this type of multi-party, multi-method, multi-year OT framework is attractive and executable, what commercial terms would make it successful, and how best to structure competition, on-ramping, and project order competition or selection. 5. RESPONSE INSTRUCTIONS Interested parties are requested to submit responses by completing the online questionnaire at https://forms.osi.apps.mil/r/dnW9AUb6aj The questionnaire is the Government's primary mechanism for obtaining detailed market intelligence and addresses industry capability, experience, technical capabilities, construction considerations, and recommended OTA and commercial practices. If necessary, interested parties may also submit a brief capabilities statement containing relevant information not otherwise addressed in the questionnaire. Capability statements shall not exceed 5 pages in length. The Government requests that firms avoid duplicating information already provided through the questionnaire. Supplemental capability statements are requested to be submitted via email to the individual(s) listed below no later than 10:00 AM Pacific Time on 20 October 2026. Late responses may still be considered at the Government’s discretion but are not guaranteed review prior to strategy finalization.
