All Service-Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB) shall be verified in SBA at Small Business Search . 1.0 Scope of Work: The primary goal of this project is to integrate new technology that will help our Skin and Wound department at Harry S Truman VA Medical Center (HSTVA) located at 800 Hospital Dr, Columbia, MO 65203. The objective is to enhance patient care with community acquired pressure injuries and hospital acquired pressure injuries. The new technology would be a Long-Wave Infrared Thermography (LWIT) which takes a thermal gradient picture of patients. The specific model to be leased/purchased annually is Scout Unlimited, software, EMR integration services and training by Wound Vision. A total number of 4 devices will be leased or purchased. The agreement will provide continuous access to current hardware, software enhancements, technical support, maintenance, guaranteed device replacement, and integration capabilities with the Federal Electronic Health Record (EHR). The procurement will consist of: Base Year + 4: four (4) WoundScout Unlimited devices with subscription and maintenance agreement. 2.0 Background: The Skin and Wound Department has been trying to reduce pressure injuries within the facility. If the patient was admitted with an underlying deep tissue pressure injury (DTPI), this device should demonstrate thermal temperature gradient differences which cannot be visualized during a standard nursing skin assessment. Earlier interventions can be placed according to the result of the LWIT. The LWIT can determine if the area of injury was present upon admission to the hospital, making these injuries excluded from the health acquired pressure injury rates of the hospital. When DTPIs evolve and declare into full thickness open wounds they are considered reportable pressure injuries. This type of injury could then be categorized as a community acquired pressure injury. Therefore, increasing patient quality of care and reducing hospital acquired pressure injuries. CONTRACTOR REQUIREMENTS 3.0 Requirements: The contractor shall provide the following for all leased devices: WoundScout Unlimited imaging devices Continuous access to the latest enhancements and models of the Scout imaging device All upgrades and improvements to the Scout software platform Integrated software licensing Technical and clinical support Expedited device maintenance program to minimize downtime Guaranteed device replacement for malfunctioning or failed equipment Manufacturer recommended updates and preventative maintenance Shipping and delivery of replacement devices as required User training and education materials, if app Trade allowance determination upon return and receipt of existing equipment Capability to integrate and interface with the Federal EHR system in accordance with VA interoperability and cybersecurity requirements Contractor Responsibilities: Ensure all equipment remains fully operational throughout the lease period Provide expedited maintenance and replacement services to minimize clinical downtime Maintain compatibility with the manufacturer’s software platform Provide access to all current software releases and device enhancements during the contract term Support interoperability and integration requirements with the Federal EHR Coordinate delivery, replacement, and support services with designated VA staff Provide trade allowance credit determination after return and receipt of eligible existing equipment
