SOURCES SOUGHT NOTICE / REQUEST FOR INFORMATION (RFI) Standalone Gallagher Access-Control and Video-Surveillance System U.S. Department of Justice – Detroit, MI The U.S. Department of Justice, U.S. Trustee Program (USTP) is conducting market research to identify qualified and interested vendors capable of providing and installing a complete standalone Gallagher access‑control and video‑surveillance system at one of our Detroit, Michigan offices. This notice is issued solely for information and planning purposes and does not constitute a solicitation. No contract will be awarded from this announcement. Site Visit Information A site visit for interested vendors will be conducted on September 16, 2026, at 10:00 AM (local time) at: 211 W. Fort Street, Detroit, MI 48226 Vendors wishing to attend must notify the point of contact listed below. Technical Requirements The anticipated system includes the following elements: Six PIV Gallagher card readers compliant with FIPS 201 requirements. A standalone Gallagher Command Centre server and operator workstation, including operating system, required software licenses, database, monitor, and credential‑enrollment capability. Door hardware for each controlled opening, including electric strikes or magnetic locks, request‑to‑exit devices, and emergency‑release hardware. Three Bosch motion‑detection sensors installed at designated doors and connected to the existing Bosch alarm system. (A new Bosch alarm panel is not required.) Three commercial‑grade 360‑degree IP cameras, including mounting hardware, camera licenses, and recording configuration with a 30‑day override. A dedicated security network with managed PoE switches, firewall/router, network cabinet, patch panels, cabling, and surge protection. UPS backup power for server, workstation, network equipment, cameras, and recording equipment. Complete system programming, integration, testing, documentation, warranties, and operator training. A site survey should evaluate and confirm: door‑hardware requirements, sensor and camera placement, cable distances, existing Bosch alarm‑panel compatibility and available zones, electrical capacity, and network requirements. Requested Vendor Information Interested vendors should provide the following in response to this RFI: • Company name, UEI, and point‑of‑contact information. • Brief capability statement relevant to Gallagher systems, electronic access control, security networking, and video surveillance. • Past performance for comparable work. • Confirmation of ability to attend the site visit on September 16, 2026. • Any questions or clarifications needed prior to the site visit.
