Illinois Ave. Oak Ridge, TN 37831 Description Project/Vessel Title: USN SWATH 40ASC — Networked RCS System Upgrade Place of Performance: Grand Haven, Michigan Period of Performance: Date of Award through September 18, 2027 This requirement is for the procurement of a Networked Ride Control System (RCS) Electronics Renewal Package manufactured by Naiad Dynamics US, Inc. The system consists of a next-generation Distributed Control System (DCS/NDCS) utilizing a Controller Area Network (CAN) bus architecture. It functions as an active Total Ride Control System (TRCS) that continuously modulates the vessel's existing canard and stabilizer fins using precision electro-hydraulic servo valves and closed-loop digital feedback. This upgrade replaces obsolete RCS electronics to mitigate pitch, roll, and heave accelerations, directly reducing operator fatigue and motion sickness while maintaining critical ship stabilization. Sole Source Justification NOAA has determined that Naiad Dynamics US, Inc. is the sole manufacturer and authorized distributor capable of supplying the specific Networked Ride Control System (RCS) Electronics Renewal Package designed to integrate seamlessly with the vessel's existing stabilization infrastructure. Instructions for Potential Responders This presolicitation notice is not a request for competitive proposals, and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating capability documentation or a written request for additional information to the Point of Contact. Submission Deadline: All documentation must be received in writing within 15 calendar days after the publication of this pre-solicitation notice. Submission Format: Written submissions must be delivered via email or mail to the designated Point of Contact. Oral communications will not be accepted in response to this notice. Responses and documentation will be evaluated solely to determine whether to conduct this procurement on a competitive basis. A determination by the Government not to compete this requirement based on responses to this notice remains solely within the discretion of the Government.
