Description
The action submitted for approval is a JEFO supporting Phase 1 of 3 for the acquisition of Pharmacy Automated Dispensing Cabinets (ADCs), Anesthesia Carts, Central Controlled Substance Storage and Supply Cabinets to replace an existing lease for Service Unit located at Cheyenne River Health Center, Eagle Butte South Dakota, a Great Plains Area Indian Health Services (GPA HIS). In support of this acquisition, the order will be placed under TrillaMed’s basic Long-Term Contract (LTC) SPE2D1-21-D-0008, which is valid through July 27, 2031. TrillaMed’s basic LTC is under Patient Monitoring and Capital Equipment (PMCE) Program. For ordering purposes, this delivery order will be issued under TrillaMed’s Administrative DLA Electronic Catalog System (ECAT) Contract SPE2D1-21-D-7004. This JEFO will allow an order to be placed against TrillaMed’s contract without following the fair opportunity process. TrillaMed is the only vendor able to provide medical supply cabinet upgrades that meet the customer’s minimum requirements. The existing cabinets are with another vendor that cannot meet the needs of the government moving forward. TrillaMed can provide the necessary hardware and software upgrades without disrupting clinical operations. The required medical consoles must meet the following minimum requirements: Incorporates guiding light safety technology to guide user to the correct medication pocket, drawer, bin. This technology must apply to every configured bin with the exception of items inside the refrigerator. Shall have a controlled substance dispenser within the cabinet capable of dispensing a single medication unit (i.e., unit dose tablet, single vial or syringe, etc.), one at a time System archival software shall have the capacity for data storage and retrieval for 6 years (per DSCSA). The archived data shall be accessible and viewable within the solution’s software at all times, and available to print and export in Microsoft Excel and/or Adobe PDF format(s). This data must not require manual backups or non-native software to perform this function.Must be able to search for individual transactions across the entire storage period. Shall have metal locking secure bins within the cabinet System must have ability to enable 2-step receiving. Must allow and track pharmacist verification of filled controlled substance prescriptions. Ability to enable witnesses for all transaction types and print receipts for transactions requiring witnesses. Shall include a syringe label printer that prints colored labels for syringe The existing processing systems in place are the Electronic Health Record (EHR) and Resource and Patient Management System (RPMS). The vendor shall demonstrate that an EHR-RPMS HL7 interface with the contractor's system is available and will be utilized. The HL7 interface with EHR-RPMS shall be fully functional and lack systemic flaws at the time of awarding the contract. This demonstration may take the form of evidence of EHR-RPMS functionality at other IHS sites where EHR-RPMS is used in tandem with the contractor's product. Comes with anti-virus software compliant with current Indian Health Service Information Technology standards for computer security.
