Description

This is a SOURCES SOUGHT NOTICE (hereafter referred to as “Notice”) issued for the purpose of planning and market research. GENERAL The purpose of this notice is to obtain information regarding the availability and capability of qualified small businesses and alternative solutions. This is NOT a solicitation for proposals, proposal abstracts, or quotations and this does not obligate the Office of Mission Acquisition Solutions (OMAS) to award a contract now or in the future. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Respondents will not be notified of the results of the capability assessment. All correspondence related to this notice must be conducted via e-mail. The Government will not accept or acknowledge telephone inquiries. The Government does not anticipate providing feedback or evaluations to companies regarding their submissions to this Notice. Interested parties may submit questions regarding the Notice; however, the Government does not anticipate providing responses to questions. The Government reserves the right to use any submitted data in a resultant solicitation. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Respondents will not be notified of the results of the capability assessment. All information submitted in response to this announcement must arrive on or before the closing date. REQUIREMENT BACKGROUND Information is essential throughout all stages of public health disasters and incidents. The Office of Security, Vetting, and Protection (OSVP) within the Administration for Strategic Preparedness and Response (ASPR) is responsible for collecting, organizing, and presenting the information required by senior leadership and field teams. To effectively support ASPR, OSVP requires access to a due diligence software as a service (SaaS) platform for conducting financial due diligence, adverse media screening, and identifying ultimate beneficial ownership (UBO) of commercial and private sector vendors and partners providing vaccines, therapeutics, diagnostics, and medical devices. Comprehensive intelligence, security measures, and detection capabilities enable ASPR to monitor contemporary health threats and inform strategic planning. OSVP performs thorough due diligence analyses of companies, entities, and commodities to identify potential risks or impacts on ASPR and the medical supply chain. Utilizing various research methodologies and databases, these assessments address concerns such as criminal activity, foreign influence, financial stability, litigation and regulatory factors, corporate network domiciles, negative media coverage, supplier relationships, strategic alliances, and questionable affiliations of key personnel, ultimately providing risk evaluations and mitigation strategies. REQUIREMENT CORE CAPABILITIES ASFR currently maintains a SaaS subscription for ten (10) users to the DOW Jones Financial Crime Search with Factivia and UBO. This subscription includes the following core capabilities: Commercial, software-as-a-service (SaaS) legal intelligence subscription accessible via the World Wide Web for conducting full due diligence on potential customers and connected parties, as well as ongoing monitoring and sanctions screening. The license shall be transferable to another named user if the original named user departs ASPR within the license period. Browser/Website: Access to the software-as-a-service website via the World Wide Web, browser-agnostic provided the browser is compatible with the HHS network. Legal Data: Provide access to database of 4 million consolidated risk profiles on entities and individuals. Run checks on beneficial ownership, sanctions, PEPs, adverse media and other specialized risk categories. Batch screening and continuous monitoring against risk data and news. Provide access to a searchable database of more than 33,000 premium news and information sources, plus snapshots of over 22 million public and private companies and 42 million executive profiles. Provides access to feature which allows users to look up directly against D&B’s universe of UBO data and can be accessed in two ways; through an existing R&C entity profile or looked up directly at D&B through RiskCenter. Data Refresh: Refresh new data sources and add new data sources as appropriate to maintain current and relevant financial intelligence data. Technical support: Support by phone or online chat/email during ASPR’s regular business operating hours of 8:00 a.m. – 5:00 p.m. Monday through Friday. 24/7 Technical support by prior arrangement with the vendor -customer service team. Training: Customer training to include but is not limited to one (1) hour onboarding training session at the beginning of the contract and quarterly one (1) hour training sessions with HHS-specific search tips and workflow examples throughout the subscription license period. Device-agnostic access: Websites must be device-agnostic and accessible via smartphone and tablet computer or is optimized for desktop access only. Cybersecurity: The vendor shall provide anti-virus scanning of data and promptly report incidents of security and privacy breaches that are relevant to the federal named users of this subscription. Vendor use of the National Institutes of Standards and Technology (NIST) Cybersecurity Framework to manage cybersecurity risk is desirable but not required https://www.nist.gov/cyberframework.
