Description

The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division (HCD) – Northeast, on behalf of the Walter Reed National Military Medical Center (WRNMMC), Bethesda, MD, intends to award a Firm-Fixed Price contract to Philips North America LLC, 222 Jacobs ST, East Cambridge, Massachusetts 02141-2296. The anticipated award will be made under the statutory authority permitting Other than Full and Open Competition, Federal Acquisition Regulation (FAR) Part 6.302-1(a)(2), "Only one responsible source and no other supplies or services will satisfy agency requirements." The contract is intended to provide a "Comprehensive Onsite" Monitoring & Connected Care Agreement for preventative maintenance, on-site repairs, OEM replacement parts, and proprietary software/firmware updates of existing Philips patient monitoring equipment. This equipment is utilized within the MRI Diagnostic Radiology department at Walter Reed National Military Medical Center, located at 8960 Brown Drive, Bethesda, MD 20889-5638. The comprehensive service maintenance plan will cover the following government-owned equipment: MRPC (Invivo) MR Patient Care Portal 5000 (4 units) Expression Patient Monitor MR400 (7 units) F07 Basic + AA, O2, IBP(x2), Temp systems (7 units) The primary North American Industry Classification System (NAICS) code for this requirement is 811210 - Electronic and Precision Equipment Repair and Maintenance, with a size standard of $34.0 million. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS and no solicitation exists for this requirement. A determination by the government not to compete this requirement based upon responses to this notice is solely within the government's discretion. Information received will usually be exclusively considered to determine whether to conduct a competitive procurement. No Request for Quote (RFQ) will be available for competitive quotes. However, the government will consider responses to this notice received within 5 days of this posting. Interested parties may express their interest and provide a professional capabilities statement demonstrating their ability to provide authorized OEM parts, proprietary diagnostic access, and certified engineering services for this specific equipment. Capabilities statements must be submitted N.L.T. Wednesday, July 22, 2026, at 4:00 PM EST, to Oneil Sharpe, oneil.g.sharpe.civ@health.mil.
