Notice of Intent to Award Sole Source Contract The Department of Health and Human Services (HHS) plans to award a contract without competition to Premier Healthcare Solutions, Inc. Title: HHS Maternal Morbidity and Mortality Data and Analysis Initiative Background The U.S. Department of Health and Human Services (HHS), Office of the Assistant Secretary for Health (OASH), Office on Women's Health (OWH), is improving women's health across the lifespan, including before, during, and after pregnancy, through the HHS Maternal Morbidity and Mortality Data and Analysis Initiative. OWH provides national leadership, expert advice, and consultation to the Secretary on scientific, legal, ethical, and policy issues, and works to improve the health of women and girls through policy, education, and innovative programs. Currently, federal data sources do not provide up-to-date information on women's and infants' health that would enable OWH to update, develop, and implement programs and policies to significantly increase the Department's response to impacts on women's and infants' health outcomes. This partnership with Premier Inc. leverages a current network of over 220 hospitals — with expected expansion to 318 hospitals — to collect and analyze maternal morbidity and mortality data and linked infant health data, with a focus on quality improvement, including the adoption of evidence-based practices at the hospital level. Scope of Work HHS needs continued access to up-to-date, nationally representative, standardized health data on women and infants, births, and inpatient and outpatient services to: Identify longitudinal trends in women's and infant-linked health outcomes, including chronic conditions, complications, morbidity, and mortality over time Evaluate the impact of implementing highly reliable, evidence-based interventions on health outcomes Identify pregnancy-related risks, including chronic conditions and social factors, to predict adverse outcomes Maintain and expand the HHS Perinatal Improvement Collaborative (HHS PIC), a national network of hospitals measuring the effect of interventions on maternal and infant outcomes Advance the Continuum of Health Initiative (CHI), promoting integrated, continuous care for women, infants, and children from preconception through childhood Support publication of manuscripts, data briefs, and reports conveying data and analysis results to stakeholders Guide HHS program development, planning, and policy decisions to reduce maternal and infant morbidity and mortality Estimated Contract Period: Base Period plus 4 twelve-month Option Periods, from September 3, 2026 through September 29, 2031 Base Period: September 3, 2026 – September 29, 2027 Option Period 1: September 30, 2027 – September 29, 2028 Option Period 2: September 30, 2028 – September 29, 2029 Option Period 3: September 30, 2029 – September 29, 2030 Option Period 4: September 30, 2030 – September 29, 2031 HHS believes only one company, Premier Healthcare Solutions, Inc., can currently meet this need, under the authority of Federal Acquisition Regulation (FAR) 6.103-1. The Government may use any non-proprietary technical information provided for any purpose it deems necessary and legally appropriate. If a competitive solicitation results from this notice, it will be posted on SAM.gov in accordance with FAR Part 5; however, responses to this notice will not count as responses to that future solicitation.
