EOC, Strategy Room, and Conference Room Audiovisual Technology Refresh

Cecil County Department of Emergency Services, referred to in this document as “CCDES” or “the County,” intends to complete a turnkey modernization of the audiovisual systems in the: Emergency Operations Center, referred to as the “EOC”; Strategy Room; and Conference Room. The existing audiovisual equipment is outdated, unreliable, difficult to operate, or no longer adequate for emergency coordination, briefings, training, conferencing, multi-agency collaboration, and routine County operations. The completed project shall provide reliable, commercial-grade audiovisual systems that are: Simple and intuitive for ordinary County personnel to operate; Consistent across all three rooms; Capable of platform-neutral videoconferencing; Suitable for extended emergency operations; Locally operable without reliance on the public internet or a cloud-hosted control system; Fully documented and supportable by the County after installation; and Delivered as a complete, functional system meeting the approved technical requirements and project schedule.
