27T2, Bus Planning and Routing Software

General work description: Frederick County Public Schools (FCPS) is seeking proposals from qualified firms to provide bus routing and planning software. This is the base scope of this solicitation, and Offerors' base pricing shall be limited to bus routing/planning only. The following are explicitly out of scope for this procurement, as FCPS uses separate, existing systems for these functions: fleet maintenance management. Offerors should not include these modules in their proposal or base pricing. FCPS is additionally interested in the following as separately priced, optional features that FCPS may elect to add at time of award or at any point during the contract term, at the Offeror's proposed rates: GPS/telematics tracking service for the FCPS student transportation (bus) fleet. GPS/telematics tracking extended to FCPS support/service vehicles ("white fleet"). Parent notification / bus-tracking mobile app for parents to track a bus to their stop. Student ridership monitoring, whether manual (driver-logged) or automated (e.g., RFID card, NFC, or barcode scanning). Offerors proposing an automated option shall separately describe and price any required in-vehicle hardware (e.g., tablets, card readers) and student card/credential issuance. Field trip management Employee/driver data integration Offerors shall price each option as a distinct add-on line item, separate from base bus routing pricing, so FCPS can evaluate base cost independently of optional features.
