This announcement constitutes only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number for this requirement is 9531BM26Q0031. This solicitation is issued as a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2026-01. The requirement is issued as a 100% total small business set-aside. The associated North American Industrial Classification System (NAICS) code for this procurement is NAICS code is 333517, “Machine Tool Manufacturing”. The National Transportation Safety Board (NTSB) requires the purchase and delivery of one (1) vertical tilt-frame band saw, AMADA VT4555M (8-Mark-III) with M6 High Column option, or equal. The named product establishes the characteristics and level of quality that will satisfy the Government’s requirement. Equal products will be considered in accordance with FAR 52.211-6, Brand Name or Equal. The equipment shall be new and current production. Used, refurbished, remanufactured, demonstration, or protype equipment will not be accepted. Background The National Transportation Safety Board (NTSB) is an independent Federal agency charged by Congress with investigating every civil aviation accident in the United States and significant accidents in the other modes of transportation -- railroad, transit, highway, marine, pipeline, and commercial space-- and issuing safety recommendations aimed at preventing future accidents. The NTSB has a requirement to purchase one (1) Vertical Tilt-Frame Band Saw, AMADA VT4555M (8-Mark-III) with M6 High Column option, or equal. This equipment will aid in the cutting of large pieces of accident wreckage (portions of pipeline, railroad track, engines, etc.) such that they can subsequently be handled in the laboratory for examination and metallurgical failure analysis. Due to the size and irregular shape of accident wreckage sometimes unusual fixturing methods need to be employed. To allow for these unusual fixturing methods the band saw must meet very specific requirements. Products The contractor shall provide firm-fixed pricing for CLIN 0001. The quotation shall include all costs necessary to provide the required equipment, components and accessories necessary for operation and compliance with the minimum salient characteristics, operation manual, one-year warranty, packaging, shipping, and FOB Destination delivery. CLIN: 001 Description: Vertical Tilt-Frame Band Saw Qty: 1 Unit: EA Unit Price: $_____________ Extended Price: $___________ TOTAL QUOTED PRICE: $________________ Minimum Salient Characteristics The Vertical Tilt-Frame Band Saw, shall meet the following minimum specifications: The band saw shall be of the vertical tilt frame type where the workpiece stays fixed in place and the saw blade moves into the work. The band saw worktable shall have minimum dimensions of 24 inches long by 32 inches wide. The band saw worktable shall have a minimum of 4 T-slot tracks evenly distributed along the length of the worktable. The T-slots shall be suitable for use with conventional strap clamps and riser blocks such as those used on milling machines. The band saw shall not have any protrusions or structural elements extending above the surface of the worktable which would interfere with a workpiece hanging off either side or the front of the worktable. The bandsaw shall have a minimum cutting capacity in the vertical position of 18 inches x 28 inches. The band saw shall have a minimum of 5HP motor for the blade. The bandsaw shall be able to be connected to a 208V 3ph electrical supply. The band saw shall have an integral coolant system to provide cutting/cooling fluid to the blade at the point of the cut. The band saw must come with an Operation Manual. Warranty against defects in materials and workmanship for a period of one (1) year from delivery date. The quotation shall clearly identify the manufacturer and exact model offered and shall include manufacturer technical literature sufficient to verify compliance with each minimum salient characteristic. Review the attached RFQ document and attachments which are attached hereto and incorporated herein for a detailed description of the requirement. Brand Name or Equal FAR 52.211-6, Brand Name or Equal, applies to this acquisition. A quoter offering the referenced Amada, Model VT4555M with M6 High Column Option (8-Mark-III) shall identify the manufacturer and exact model offered. A quoter offering an equal product shall clearly identify the manufacturer and model number and furnish descriptive literature sufficient to establish that the proposed product meets or exceeds each minimum salient characteristic. For an equal product, the quotation shall include a concise compliance cross-reference identifying each salient characteristic, the offered specification, and the technical-literature page or section supporting compliance. Any modification required to make the offered product conform to the requirements shall be clearly identified. The Government will evaluate an equal product based on information furnished with the quotation or specifically identified in the quotation and reasonably available to the Contracting Officer. The Government is not responsible for locating technical information that the quoter has not identified. Delivery The offeror shall deliver the band saw and all necessary operational manuals within 90 calendar days of the date of award. The equipment is to be delivered FOB Destination to: National Transportation Safety Board Office of Research and Engineering 401 Prince Georges Blvd, Suite F Upper Marlboro, MD 20774 Basis for Award The Government intends to award one (1) firm-fixed-price contract to the responsible Contractor whose quotation conforms to the requirements of this RFQ and represents the lowest-priced technically acceptable quotation. The Government will evaluate quotations using the following factors: Technical Acceptability Price Factor 1: Technical Acceptability Technical Acceptability will be evaluated on an Acceptable/Unacceptable basis. To be determined technically acceptable, the quotation must offer a new band saw that meets each minimum salient characteristic and other material requirement of this RFQ; provide sufficient technical information to verify compliance; meet the required delivery schedule; and take no exception to a material requirement. A quotation that does not demonstrate compliance with each minimum salient characteristic and other material requirement will be determined technically unacceptable and will not be considered for award. Features or capabilities exceeding the stated minimum requirements will not receive additional evaluation credit. Factor 2: Price The Government will evaluate the total firm-fixed price for the requirement and will evaluate price for reasonableness using appropriate price analysis techniques. Evaluation Factor Order of Importance Technical Acceptability is a threshold requirement. Among quotations determined technically acceptable, award will be made to the responsible quoter submitting the lowest total evaluated price. No tradeoffs will be made between price and non-price factors. Clauses and Provisions Please review and complete Attachment 1 and Clauses and Provisions, where applicable. Amendments to the combined synopsis/solicitation shall be publicized in the same manner as the initial synopsis/solicitation. All Contractors are cautioned that it is your responsibility to frequently check back to the website to ensure that you have received all issued amendments. System for Award Management Contractors must have an active SAM registration by the quotation due date. A Contractor without an active SAM registration by the quotation due date will not be considered for award.
