THIS IS A SOURCES SOUGHT NOTICE (SSN) ONLY. THIS IS NOT A REQUEST FOR PROPOSAL (RFP). THERE WILL NOT BE SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVALABLE AT THIS TIME. This SSN is in support of market research and procurement planning being conducted by the Naval Facilities Engineering Systems Command (NAVFAC), Washington, DC. This notice does NOT constitute a request for proposal, quote, and/or invitation for bid. In accordance with Federal Acquisition Regulation (FAR) 15.201, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This SSN is for informational, market research, and planning purposes only (IAW FAR Part 10). The Government assumes NO financial responsibility for any costs incurred. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. The availability of a solicitation package is not guaranteed. However, should a requirement materialize, no basis for claims against NAVFAC Washington shall arise from responses to this Sources Sought Notice (SSN) or NAVFAC Washington’s use of such information either as part of our evaluation process or in developing specifications or work statements for any subsequent requirement. All responses will be used to determine the appropriate acquisition strategy for the future acquisition. No award will be made from this SSN. Any information provided is voluntary. Telephone calls will not be accepted. Be advised the Government will not pay for any information or administrative cost incurred in response to this SSN. All costs associated with this SSN will be solely at the expense of the respondents. Additionally, all submissions become government property and will not be returned. No basis for a claim against the Government shall arise as a result of a response to this SSN. Do not request a copy of a solicitation. NAVFAC Washington is seeking information concerning the availability of contractors capable of performing design and construction services for an Indefinite-Delivery/Indefinite-Quantity (IDIQ) Multiple Award Construction Contract (MACC) for facilities within the NAVAC Washington Area of Operation (AO) to include Washington DC, Virginia, and Maryland. This acquisition is being considered for full and open competition. LOCATION: Contracting Office Address: 1314 Harwood Street, SE Bldg. 212 Washington Navy Yard, DC 20374-5018 DESCRIPTION: Construction projects performed under this MACC will require the capability to manage multiple task orders concurrently across the NAVFAC Washington AO, primarily in Indian Head, MD. This MACC will encompass a wide range of Design Build (DB) and construction of Design Bid Build (DBB) projects, or other approved delivery methods. These include comprehensive multi-disciplinary execution of new construction, demolition, abatement, repair, alteration, and renovation of infrastructure such as, but not limited to: Operational & Support: Administrative, personnel support, communications, site and utility work. Industrial & Logistics: Industrial facilities, maintenance facilities, and warehouses. Energetics & Research: Energetics production and manufacturing, operations, testing, research, storage, transport, and disposal facilities; laboratories; chemical work; and magazines. For DB projects, integration between design and construction is required. If a future solicitation materializes, the prime contractors’ Designers of Record (DOR) must demonstrate specialized experience, qualifications, and capabilities for the types of construction projects contemplated under this MACC. The total estimated construction cost for all contracts is not-to-exceed $499,000,000. The period of performance (POP) will be for one (1) 24-month base ordering period and (2) 36-month option periods. The North American Industry Classification System (NAICS) code is 236210 and the small business size standard is $45 Million. Projects awarded on this MACC will have an estimated construction cost of approximately $350,000 to $50,000,000; however, smaller and larger dollar value projects may be considered at the discretion of the Contracting Officer. Firms shall demonstrate an aggregate bonding capacity of $50,000,000. Projects under this MACC may require: Executing phased construction and coordinating complex schedules on active sites to prevent disruption to ongoing government operations. Consultations with regulatory agencies, including Maryland Department of the Environment and SHPO. Obtaining permits. Maintaining required licenses and accreditations for environmental testing and abatement of hazardous waste such as asbestos, lead, PCBs, heavy metals, mercury, and PFAS/PFOA.o Operating safely in areas with Unexploded Ordnance (UXO), potential explosive residue, and hazardous chemicals and materials. Compliance with NAVSEA OP-5 Ammunitions and Explosives Safety Ashore, and ICD 705. Operating within Explosive Safety Quantity Distance Arcs (ESQD Arcs). It is requested that interested parties submit a capabilities package. This capabilities package shall address, at a minimum, the following: Company Profile: The Sources Sought Contractor Information Form shall be used to provide to provide your firm's general information to include point of contact, UEI and Cage code. **Please also utilize this form to confirm that your safety metrics meet expected industry standards. Experience: The Sources Sought Project Information Form shall be used to document a maximum of three (3) construction projects completed in the past seven (7) years (completed to the point of Beneficial Occupancy), that best demonstrate experience on projects that are similar in size, scope and complexity to the projects proposed for this MACC. Submitted, relevant projects must include: Experience managing the DoW explosives safety site approval submittal and approval process with demonstration of projects reviewed by EXWC/CEHNC and that have received final Naval Ordnance Safety and Security Activity (NOSSA) approval by the Department of War Explosives Safety Office (DWESO, formerly DDESB). Experience designing and analyzing structures and protective construction to resist accidental explosions (internal and external) in strict accordance with UFC 3-340-02 and DESR 6055.09. Including capability for blast modeling, pressure modeling, primary and secondary fragmentation modeling, complex structural behavior under blast, shock, impact, thermal, cyclic and extreme load scenarios using established theory or test data. For these detailed designs there may be extended time between the prefinal design submission and Notice to Proceed (NTP) for construction. The DOR must develop designs to the technical level that will satisfy EXWC, NOSSA, and DWESO technical reviews and compliance. Experience applying and complying with DoW and Navy explosives safety criteria, including NAVSEA OP-5 (Ammunition and Explosive Ashore Safety Regulations) Experience with development of Hazard analysis and incorporation of risk mitigations into designs. Experience utilizing Quantity Distance analysis and explosives safety siting. Experience applying and complying with UFC’s, for all disciplines and facility types under this MACC. Experience working in UXO areas that require an Explosives Safety Submission (ESS) or Explosives Safety Submission-Determination Request (ESS-DR) and providing input for those submissions. Note: Projects submitted must demonstrate energetics experience as stated in the Description above. Offerors shall have acted as the prime contractor on submitted projects. Offerors’ experience performing as a subcontractor will not be considered, nor will experience of companies proposed to work as subcontractors on the resulting solicitation/contract. Offerors must demonstrate ability to successfully conduct highly specialized, industrial projects, executing multi-disciplinary work under strict explosives/energetics safety and chemical process safety regulations. Please ensure that the project description clearly identifies whether or not the project is new construction or renovation, provides the final construction cost, clearly identifies the project is complete (per the definition above), what the Offerors role was on the project with detailed explanation of duties performed, includes the percentage of work the offeror self-performed and addresses how the project meets the scope/complexity requirements. Safety Record: Offerors shall confirm whether or not safety metrics such as DART (should not exceed 1.99) and TCR (should not exceed 3.49) meet the expected industry standards. This is not an announcement of the availability of a solicitation nor is it a means of generating a plan holder's list. The Government will not contact the responders for clarification of information provided. This survey is for planning purposes only and the Government does not intend to award a contract on the basis of this market survey or otherwise pay for the requested information. The Government will not provide a debriefing on the results of this survey. All information will be held in a confidential manner and will only be used for the purposes intended.
