Sole Source: Combined Pre Solicitation Notice/Solicitation United States Naval Academy Strategic Outreach and Admissions Services

This is a COMBINED SYNOPSIS/SOLICITATION for commercial services prepared in accordance with the format in FAR subpart 12.202, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The government intends to solicit and award this requirement on a Sole-Source basis with EAB Global Incorporated. This combines synopsis/solicitation will be available for download on or about 28 August 2026 under Request for Quote (RFQ) number N0018926QL283 at the following website: Sam.gov. This solicitation documents and incorporates provisions and clauses in effect through FAC 2026-01 (effective 17 March 2026) and DFARS Publication Notice 20260702 (effective 02 July 2026). It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses and provisions may be accessed in full text at these addresses: https://www.acq.osd.mil https://www.acquisition.gov/far-overhaul The associated North American Industrial Classification System NAICS code is 541810 and the Small Business Standard is $25.5 (millions of dollars). The applicable PSC code is R422. The proposed action is for commercial services for which the Government intends to solicit and award a single-award Firm-Fixed-Price (FFP) Purchase Order to EAB Global Inc. The Government intends to solicit and negotiate with only one source, EAB Global Inc., as no other capable sources have been identified. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotes. However, the Government will consider all quotations received by the closing response date. The Small Business Office agrees with this determination.
