Title: Replacement of Aging AgilePulse IM Systems to Support In Vivo Electroporation and Research Continuity This is a Notice of Intent to Sole Source (NOI), not a request for proposal. The National Cancer Institute intends to negotiate on an other-than-full-and-open competition basis with Harvard BioScience Inc. Purchase of two (2) Harvard Apparatus AgilePulse IM Systems with associated needle arrays, handles, installation/training services, and Silver Service Plans to replace aging electroporation systems supporting in vivo gene delivery research within the NIAID Vaccine Research Center. The replacement systems will improve operational reliability, reduce downtime, maintain consistency with established research protocols, and ensure continuity of ongoing research studies. While this pre-solicitation does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy this requirement. Such documentation shall be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Interested parties may identify their interest and capability to respond to the requirement by referencing “PCA-NIAID-04170” The statutory authority for this sole source requirement is 41 U.S.C. 3204(b)(2) as implemented by FAR Overhaul 12.102(a) only one source is available. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable products may submit a capability statement via email to Veenu Varma at: Veenu.varma@nih.gov by 12:00 pm EASTERN Daylight Time, Wednesday, September 24, 2026. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f). All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
