Description

DESCRIPTION The National Institutes of Health (NIH), Clinical Center (CC), Department of Transfusion Medicine (DTM), intends to award a sole-source, firm-fixed-price purchase order to RadSource Technologies, Inc., 4907 Golden Parkway, Buford, GA 30518, for preventive maintenance and repair services for the RadSource X-Ray 3400 Blood Irradiator. The RadSource X-Ray 3400 Blood Irradiator is currently used by the NIH Department of Transfusion Medicine/Transfusion Services Laboratory (DTM/TSL) to irradiate blood components for transfusion. Irradiation of blood products is critical to protecting vulnerable NIH Clinical Center patients from developing transfusion-associated graft-versus-host disease during treatment. The equipment is also used to irradiate research products in support of the NIH research mission. The contractor shall provide preventive maintenance and repair services necessary to maintain the RadSource X-Ray 3400 Blood Irradiator in a reliable operating condition. The contractor must possess the technical capability, knowledge, and expertise necessary to maintain and repair the equipment and support the specific diagnostic and patient-care needs of the NIH Clinical Center. SOLE-SOURCE RATIONALE RadSource Technologies, Inc. is the only known source capable of providing the required maintenance and repair services for this proprietary equipment. RadSource personnel possess the specialized skills and technical knowledge necessary to maintain the equipment, which performs a critical blood-component irradiation function for the NIH Clinical Center's transfusion program. Without the ability to irradiate blood components, the Transfusion Services Laboratory would be unable to fully support the safe transfusion needs of Clinical Center patients. RadSource Technologies, Inc. is the only known vendor that services this equipment while meeting the Department of Transfusion Medicine's applicable supplier qualification and regulatory requirements. The Government's market research identified no other known vendors capable of satisfying all requirements associated with these proprietary instruments. The Government therefore intends to solicit and negotiate with only one source. NOTICE TO INTERESTED PARTIES This notice of intent is not a request for competitive quotations or proposals, and a solicitation will not be issued. However, all responsible sources that believe they can provide the required preventive maintenance and repair services may submit a capability statement demonstrating their ability to satisfy the Government's requirement. The capability statement must provide sufficient information demonstrating the vendor's ability to maintain and repair the RadSource X-Ray 3400 Blood Irradiator and meet all applicable technical, regulatory, and supplier qualification requirements. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
