Notice of Intent to Solicit and Award Sole-Source 8(a) Contract Pursuant to 10 U.S.C. 3204(a)(5), FAR 6.302(b)(4), and NMCARS 5206.304(a)(S-90), the Naval Surface Warfare Center, Carderock Division (NSWCCD) intends to solicit and award a sole-source Firm Fixed-Price (FFP) contract directly to certified 8(a) small business Muscogee Asset Protection LLC [CAGE: 8DE78 / UEI: FXN3AG4314H4] for Common Access Card (CAC) office support services on site at the West Bethesda, MD location. The CAC support office allows for all military, civilian, and contractor personnel working on site, or for other DoD/Government agencies, to obtain and maintain their CACs. Services include the issuance of CACs, the return of CACs when personnel are no longer eligible, and trouble shooting (such as PIN resets, CAC renewals, and CAC card replacements when a defective or faulty card is identified). The contract will consist of one (1) base year and four (4) option years and the planned Period of Performance (PoP) start date is 31 January 2027. This notice is not a request for competitive proposals.
