Description

The National Institute of Health (NIH) intends to negotiate and award a purchase order without providing for full and open competition to PUPIL LABS GmbH. The purpose of this requirement is to provide a firm-fixed-price contract for the Neon Eye Tracking Bundle in the Translational Biobehavioral & Health Promotion Branch (TBHP). The purpose and objective of this order is to contract/consult for a mobile brain and body measurement system for the study. Services are required of a company to provide the training, equipment and maintenance services for the mobile brain and body measurement equipment. The NIH Clinical Translational Biobehavioral & Health Promotion Branch (TBHP) is involved in the study of psychological and neural factors involved in cooking behaviors to develop adaptive and potentially therapeutic dietary behavior interventions. As part of the research, the team will conduct feasibility testing of mobile body and brain imaging and eye tracking measurement while professional and non-professional cooks are engaged in a cooking task. This project is an initial step for the Section on Dietary Behaviors and Biopsychosocial Health laboratory in determining biobehavioral factors involved in dietary behaviors. Pupil Labs GmbH is an internationally recognized leader in eye tracking technology, specializing in research-grade, wearable eye tracking systems. Since its founding in 2014, the company has focused on creating modular, open-source hardware and software solutions that enable researchers to measure visual attention and gaze behavior in real-world environments. Their products, including the Pupil Core and Pupil Invisible headsets, are widely cited in peer-reviewed literature and actively used by researchers across neuroscience, psychology, education, and human-computer interaction. Pupil Labs provides a comprehensive system for gaze-based behavioral measurement and analysis. Their solution includes high-speed binocular eye cameras, world-facing cameras for contextual video, and proprietary software for real-time gaze mapping, data collection, and analysis. The system’s compatibility with platforms such as Pupil Cloud and integration capabilities with third-party tools (e.g., Lab Streaming Layer, APIs) make it especially well-suited for mobile, naturalistic, and multi-modal research studies. Pupil Labs’ offerings are designed to support experimental flexibility, high data fidelity, and robust synchronization with other physiological measures, making them ideal for feasibility and exploratory studies involving visual attention and human behavior. We have evaluated the currently available products that can provide a similar service and found that Pupil Lab offers the product and service that is most compatible with the protocol design. There are no equal alternate sources for the product. Finally, a review of the GSA Advantage, Dynamic Small Business Search, and previous government acquisitions returned no results that meet all the requirements. Therefore, only PUPIL LABS GmbH is capable of meeting the needs of this requirement.
