Description
The U.S. Nuclear Regulatory Commission (NRC) intends to award a sole-source contract to Chainbridge Solutions, LLC, 12701 Fair Lakes Cir Ste 300, Fairfax, VA 22033, for Perseus™, a proprietary Chainbridge Solutions software solution. The acquisition will provide software licensing and associated configuration, implementation, data migration, integration, training, Authority to Operate (ATO)/security support, operations and maintenance, warranty, and enhancement services. Perseus™ is a commercial, cloud-native, FedRAMP-authorized solution that integrates three interdependent security functions: (1) Security Executive Agent Directive (SEAD) 3 foreign travel reporting and approval; (2) Insider Threat Program risk assessment and tracking; and (3) Personnel Security Adjudication Tracking System (PSATS) and access/clearance records. The acquisition also includes migration of approximately 38,000 or more legacy records, Defense Counterintelligence and Security Agency (DCSA) eDelivery/CVS interfaces, future DCSA shared-service integrations, and NRC identity and credentialing integration through ICAM/EIH/SailPoint with personal identity verification-based single sign-on. These capabilities support NRC personnel security, access authorization, trust determination, foreign travel reporting, and insider threat activities. The system will contain and process sensitive personnel security information and must maintain appropriate security, confidentiality, integrity, and availability controls. Continuity of these functions is necessary to prevent disruption to personnel security adjudication and related access authorization activities and to support the NRC’s obligations under applicable Federal requirements, including Code of Federal Regulations Parts 10, 11, and 25 and SEAD3. Chainbridge Solutions, LLC is the developer and proprietary owner of Perseus™ and is the only source capable of providing the Perseus™ software and associated proprietary technical support required to configure, implement, migrate, integrate, secure, and sustain the solution. Chainbridge possesses the proprietary technical knowledge and access necessary to perform these activities, including migration from the NRC’s existing Entellitrak/PSATS environment and configuration and maintenance of the Perseus™ platform and its associated interfaces. The authority for this sole-source acquisition is FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The anticipated period of performance is October 1, 2026, through September 30, 2028, consisting of a 12-month base period and one 12-month option period. The total estimated value is approximately $1,350,000. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND A SOLICITATION WILL NOT BE ISSUED. Interested concerns that believe they can satisfy the complete requirement must submit clear and convincing evidence demonstrating that they are authorized and capable of providing all required implementation, migration, integration, security, and sustainment services. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
