Description

INTENT TO AWARD A SOLE SOURCE ACQUISITION The Internal Revenue Service intends to award a sole source purchase order to Response Systems Limited for the Annual Maintenance for Access Gen License for the Redesigned Revenue Accounting Control System (RRACS), or ‘Access Gen’, since 2011. Its use as a development tool facilitates existing processes such as creating subsets for download or for aggregating sets for migration. The service reduces project bottlenecks to ensure traditional pitfalls of development are avoided. It maximizes the development team efficiency. Access Gen supports (TSO) CA Gen projects by increasing productivity by greater than 10%. This TSO based mainframe application has features specifically targeted at giving Host Encyclopedia development teams immediate access to the information that is required for day-to-day use which updates without the need to download. The period of performance for this requirement is 15 September 2026 to 14 September 2031 using FAR 6.302-1 "Only One Responsible Source and no other supplies or services will satisfy agency requirement" as the authority permitting the sole source acquisition. No solicitation package will be issued on SAM.gov. This Notice of Intent to conduct a sole source procurement is not a request for quotations; however, the Government will consider responses received no later than 15 September 2026 at 10:00 am (EST). Responses shall be submitted to leslie.d.dobson@irs.gov. Responses shall include, at a minimum, the following information: Company Name Company DUNS No. POC name and contact information Specific product(s) that your company offers that fulfills the same function as the items to be included on this order Description of that product(s) and its overall capabilities
