Description

The National Heart, Lung, and Blood Institute (NHLBI), National Institutes of Health, intends to issue a sole-source purchase order to Canon Medical Systems USA, Inc., 2441 Michelle Drive, Suite 201, Tustin, California 92780, for maintenance of an NHLBI Canon Aquilion ONE computed tomography scanner and associated imaging workstations located at the NIH Clinical Center in Bethesda, Maryland. The required services include scheduled preventive maintenance, corrective maintenance, technical support, diagnostic services, replacement parts when necessary, and support intended to maintain system availability and operational reliability. The anticipated period of performance is September 29, 2026, through September 28, 2027. No option periods are contemplated. Canon Medical Systems USA, Inc. is the manufacturer of the Aquilion ONE CT system and provides factory-trained engineers and technicians to service its equipment. Based on the Government’s market research, third-party service providers do not possess the same manufacturer-specific technical expertise, immediate access to required proprietary replacement parts, or ability to rapidly diagnose and repair this equipment. Use of an unauthorized third-party provider may also affect any remaining equipment warranties. These circumstances support soliciting from a single source under FAR 13.106-1(b)(1). This notice is not a request for competitive proposals. However, all responsible sources that believe they can satisfy the requirement may submit a capability statement and quotation to travis.brown@nih.gov by 12:01 PM EST on August 31, 2026. The submission must demonstrate access to qualified technicians, required technical information and diagnostic capabilities, manufacturer-compatible replacement parts, and the ability to perform the complete maintenance requirement without adversely affecting applicable warranties. Information received will be considered solely for determining whether to conduct a competitive procurement. The anticipated award date is [DATE].
