Administrative Systems Technology Officer Mission Support Services (ASTO MSS) for NIH Integrated Data Platform (IDP) and Deputy Director for Management - Justification Posting

The National Institutes of Health (NIH), Office of Management (OM), approved a sole-source bridge order to General Dynamics Information Technology (GDIT) for Administrative Systems Technology Officer Mission Support Services (ASTO MSS) under NIH Information Technology Services BPA No. 75N91023A00005. The bridge provides continuity of mission-support services for NIH OM, the Deputy Director for Management, and the Integrated Data Platform while NIH advances information technology centralization activities and completes a competitive successor acquisition. The action consists of a six-month base period from September 16, 2026, through March 15, 2027, and one six-month option period through September 15, 2027. The sole-source action is authorized under FAR 8.401(b) and the applicable GSA Federal Supply Schedule ordering procedures at GSAR 538.7104-3(b)(1)(i), based on unusual urgency. Conducting a separate competition and contractor transition solely for the interim bridge would create unacceptable delay and risk disruption of ongoing mission-critical services. This justification is limited to the temporary bridge requirement and does not conclude that other sources are incapable of performing the enduring requirement. NIH market research identified qualified sources and competitive vehicles, and NIH intends to compete the successor requirement.
