Description
Louisiana Army National Guard is to replace its Uninterruptible Power Supply (UPS) systems and conduct maintenance in accordance with the attached PERFORMANCE WORK STATEMENT (PWS). The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished, to perform Liebert and EATON UPS system maintenance, troubleshooting, and repair services, as defined in this PWS. In addition, the contractor shall install a 20KVA 480V INPUT 480V OUTPUT system with at least 10 MINUTE BATTERY capacity and the required batteries at the Jackson Barracks location, as specified in section 5.0.3.4. Proposals should include documentation from the manufacturer that you are qualified and certified to work on the items listed below. Vendors need to stock parts and/or have a relationship with the prime vendors that allows you to secure any necessary parts rapidly. Proposals should include documentation that you have access to OEM parts and will not provide cannibalized or used parts. Vendor must provide a certified letter from EATON and one from Liebert stating that their business is an authorized Third-Party vendor. Vendors must describe parts attainment process. What are the sources (EATON, Liebert, or cannibalized/older units)? Priority will be given to Authorized third party vendors who get parts directly from EATON and Liebert. Options may be exercised on some CLINs and not on others if that UPS is replaced or removed from inventory. Submission of a quote acknowledges receipt and understanding of the requirements; if there are any uncertainties about the requirements please ask prior to submission. TIMELINE 11 Sep 2026, 04:30 p.m. CDT – Solicitation Issued 25 Sep 2026, 08:00 a.m. CDT – Solicitation closes QUESTION DEADLINE: The due date for the questions will be 16:00 P.M. CDT on 22 September 2026. When submitting questions and comments, please refer to the specific text of the RFQ in the following format: Subject: RFQ No. W912NR26QA026 EVALUATION OF QUOTE: The Government will award a contract resulting from this solicitation, the responsible offeror whose offers conform to the solicitation, will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: The award will be made based on price and others factors as shown below. All pricing must be provided for this requirement, will not be split. If something left blank, quote will not be considered. Price: Price shall be evaluated for fair and reasonableness. Other Factors: Each factor will be evaluated as Acceptable or Unacceptable: Technical Specification in accordance with the PWS Requirements of the PWS Past performance on other government contracts. Acceptable: Quote demonstrates adequate approach and understanding of the requirements. Unacceptable: Quote does not meet the requirements of the solicitation and, thus contains one or more deficiencies and is un-awardable. The agency will first evaluate price and then evaluate the apparent lowest-price quote for acceptability under the factors listed above. All factors above shall be considered acceptable for award to be made. If the lowest-price offeror is evaluated as unacceptable, the agency will then consider the acceptability of the next lowest price offer, continuing this process as necessary. This is being awarded using Revolutionary FAR overhaul Part 12 - Acquisition of Commercial Products and Commercial Services. The Government intends to evaluate offers and make awards without discussion; however, this does not preclude the Government from discussions if it is in the best interest of the Government to do so. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time of acceptance specified in the offer, shall result in a binding contract without further action by either party.
