Description
1. Purpose & Scope The NAVSUP Fleet Logistics Center Jacksonville (FLCJ) is conducting a market survey to identify capable sources—with a specific emphasis on small and socio-economic business categories—to perform a fiber-optic telecommunications project at Joint Reserve Base New Orleans (JRB NOLA). The objective of this project is to extend Base Communication Office (BCO) telecommunication services from Building 30 to Buildings 390 and 90. Required Services: The contractor will be responsible for planning, scheduling, coordinating, and ensuring the successful execution of all requirements outlined in the attached draft Performance Work Statement (PWS). Anticipated Contract Type: Firm-Fixed-Price (FFP) 2. NAICS & Size Standards The procurement is classified under the following North American Industry Classification System (NAICS) code and corresponding Small Business Administration (SBA) size standard: Primary NAICS Code SBA Size Standard 517111 (Wired Telecommunications Carriers) 1,500 Employees 3. Submission Requirements Interested vendors must submit a tailored Capability Statement demonstrating their technical capability to execute the draft PWS. General, non-specific capability statements will not be reviewed. 3.1 Submission Package Checklist Cover Page (must include): Company Name & Physical Address CAGE Code & Unique Entity ID (UEI) / DUNS Number Business Size & Socio-Economic Status (e.g., Small Business, 8(a), WOSB, SDVOSB, Large Business) Government Business Point of Contact (Name, Phone, and Email) Technical Response: Tailored narrative detailing your firm’s specific capability to perform the fiber extension requirements. No Financial Commitment: The Government will not pay or reimburse vendors for any costs associated with preparing responses to this notice. All submissions are entirely voluntary. Acquisition Strategy: FLC Jacksonville will use response data to determine if this requirement will be competed as a Small Business Set-Aside (in whole or in part) or via Full and Open Competition. Monitoring: If a competitive solicitation is subsequently released, it will be posted on SAM.gov. Industry partners are solely responsible for monitoring SAM.gov for updates.
