Progressive Design-Build (PDB) of Ft. Campbell Aircraft Maintenance Hangar

The U.S. Army Corps of Engineers (USACE) is issuing this special notice to announce an upcoming competition for construction solicitation for Fort Campbell utilizing an Other Transaction (OT) Agreement for a prototype project under 10 U.S.C. § 4022. The anticipated delivery method is Progressive Design-Build (PDB). This notice is for informational and planning purposes to allow interested parties to prepare for and provide feedback prior to the official solicitation release. INDUSTRY DAY USACE intends to conduct an Industry Day on 8 October 2026 at 0900 Central Time to provide an overview of the project, acquisition strategy, and anticipated requirements. This event will provide interested parties with an opportunity to gain additional insight into the project and proposed Progressive Design-Build under an Other Transaction (OT) framework, ask questions, and provide input in advance of the official Request for Qualifications (RFQ) release. General questions from industry participants will be permitted during the Industry Day; however, all discussions and responses provided during the event are considered unofficial and are for informational purposes only. Statements made during the Industry Day do not constitute commitment, authorization, or binding guidance related to the future Request for Qualifications (RFQ). Official Questions and Answers (Q&A) will be accepted and addressed following the release of RFQ. LOCATION Industry Day Presentation location: 3709 Polk Road Room 412, Fort Campbell, KY. PROJECT OVERVIEW Project Title: Construction of an Aircraft Maintenance Hangar Location: Fort Campbell, Kentucky Agency: U.S. Army Corps of Engineers, Louisville District NAICS Code: 236220 PROJECT DESCRIPTION This acquisition will deliver a design and construction of a 150,000 SF Modified Standard Design Medium TOE-RW Aircraft Maintenance Hangar at Fort Campbell, KY. The scope of work consists of furnishing all necessary equipment, materials, labor, supervision, quality control, and supplies to deliver a fully functional aviation maintenance facility. Key features of the project include: • Aviation Maintenance Space: Large clear-span hangar bays designed to accommodate rotary-wing aircraft. • Specialized Systems: Complex fire protection/suppression systems (e.g., HEF/AFFF), overhead bridge cranes, fall protection, and specialized grounding/power systems. • Administrative & Support: Adjoining maintenance shops, tool rooms, administrative offices, and personnel support spaces. • Airfield Paving & Site Work: Construction of connecting taxiways, aircraft parking aprons, security fencing, and utility tie-ins. ACQUISITION STRATEGY – PRE-AWARD USACE – Louisville District will use a streamlined competitive selection process: Step 1 – White Papers: Interested parties will submit a Statement of Qualifications limited to twelve (12) pages or less (excluding the surety letter). Following evaluation of the qualification packages, the Government intends to short-list a target of three (3) of the highest qualified Design-Builders to proceed to Step 2. Step 2 – Pitch Presentations: Short-listed must attend a mandatory site visit at Fort Campbell, KY during pitch preparation, followed by live, interactive Pitch Presentations. Presentations will evaluate real-time problem-solving, technical approach, risk management, and team chemistry with the Government Project Delivery Team (PDT). Step 3 – Exclusive Negotiation: Based on pitch evaluations, the Government will select one Design-Builder to enter exclusive negotiations. All interested parties should monitor the official solicitation announcement, which will provide complete details and submission instructions. Draft documents may be provided at a future date for feedback and informational purposes only and are subject to change upon issuance of the formal Project RFQ.
