SOURCES SOUGHT NOTICE THIS IS NOT A REQUEST FOR PROPOSAL (RFP) OR REQUEST FOR QUOTATION (RFQ) Household Goods Packing and Crating Services in Support of Camp Zama, Naval Air Facility Atsugi, Commander Fleet Activities Yokosuka, and Yokota Air Base 1. Introduction and Purpose This is a Sources Sought Notice for market research purposes only. This notice does not constitute a Request for Quotation (RFQ) or a promise to issue a solicitation in the future. NAVSUP Fleet Logistics Center Yokosuka (FLCY) is seeking information to identify commercial sources restricted to sources duly authorized to operate and do business in JAPAN and capable of performing consolidated personal property packing, crating, local drayage, and storage services. This consolidated requirement is primarily focused on local moves within Japan and will support military personnel across four specific installations: Camp Zama, Naval Air Facility Atsugi, Commander Fleet Activities Yokosuka, and Yokota Air Base. 2. Scope of Required Services This requirement is for Direct Procurement Method (DPM) services, which are primarily focused on local moves within Japan, as outlined in the draft Performance Work Statement (PWS). Key services include packing, crating, and local drayage of household goods (HHG) and unaccompanied baggage (UB); temporary Storage-in-Transit (SIT) services; and intra-country moves originating and terminating within the designated areas of performance in the Tokyo and Kanagawa prefectures and other installations and areas in Japan The anticipated North American Industry Classification System Code (NAICS) and Product Service Code (PSC) associated with this requirement are: NAICS 484210 Used Household and Office Goods Moving PSC V003 Transportation/Travel/Relocation- Motor Pool And Packing/Crating. 3 .Historical Workload Data Detailed, finalized historical shipment workloads for the consolidated service areas are currently undergoing final administrative validation. For the purpose of this notice, interested sources should review the attached draft Performance Work Statement (PWS) and assess their capacity to perform these services at an approximate volume of 450 to 500 shipments annually. The final, verified historical workload dataset will be provided in full within the ensuing Request for Quotation (RFQ), should one be published in the future. 4. Technical and Licensing Requirements To be deemed capable of performing these services, responding firms must demonstrate compliance with the following criteria: -Possess a valid license to operate and do business in Japan. -Possess all necessary and required Japanese government licenses and permits to perform the services outlined in the draft PWS in Japan. -Possess the necessary equipment, materials, vehicles, and warehousing when necessary to perform military-specification packing and drayage in accordance with the draft PWS 5. Capability Statement Submission Requirements Interested and capable firms are requested to submit the following to: Jon R. Miller, jon.miller30.ln@us.navy.mil -A brief Capability Statement (not to exceed 5 pages) that includes: Company Profile (Name, Address, POC, UEI/CAGE) A summary of relevant past performance in Japan over the last three years. Provide examples of past performance on similar projects, certifications, and any additional details that highlight your firm’s capability to fulfill this requirement. Note: Sales brochures, videos, and other marketing information materials are not solicited and will not be reviewed. **Cost or price information is not solicited and will not be reviewed** 6. PWS COMMENTS / QUESTIONS (Optional): Interested firms may submit comments or questions regarding the DRAFT PWS. The Government will consider them as it finalizes the PWS. The Government will not issue any updates to the Sources Sought with responses to any questions or comments received.
