Questions and Answers 20260916 1. May a SAM.gov-registered U.S. prime contractor respond and later perform through a Cambodian transportation subcontractor that is not registered in SAM.gov, provided the subcontractor is properly licensed and authorized in Cambodia? Yes, Prime Contractor is responsible for their subcontractors. 2. The RFI states that the contractor must have experience transporting military personnel and tactical equipment. Must the Cambodian operating subcontractor possess this prior experience, or may relevant experience and management capability be demonstrated collectively by the prime and subcontractor? The experience would be entirely on ability to transport passengers and baggage. Collective experience is accepted. 3. What specific documentation or authorization is meant by being “cleared, through own expense and process, to conduct business unescorted” at the stated Cambodian locations and training areas? Implies that the contractor/subcontractor shouldn’t have any restrictions that limits them from conducting business or performing in the Cambodian Locations. Must also meet any entry requirements for the PKO Training Center. 4. Will Defense Base Act insurance be required for Cambodian drivers, dispatchers, and interpreters? If so, may the U.S. prime obtain and administer the required coverage for subcontractor personnel? Yes Defense Base Act Insurance is required for the service; Prime Contractor is responsible for obtaining this insurance. 5. For the “Dual-Hat” Driver-Translator option, is a particular English-Khmer interpreter certification required, or will documented bilingual proficiency be acceptable? Either are acceptable 6. The RFI references both KTI Airport and Phnom Penh International Airport (PNH). Please confirm the intended airport or airports for arrival and departure transportation. The Airport for arrival and departure is the Techo International Airport ( KTI) 7. The general acquisition details list an estimated period of performance of February 8–28, 2027, while the CLIN and schedule tables generally show February 10–28, 2027. Please confirm the anticipated service dates. Use Feb 10 – 28 for pricing. 8. For the primary movement of approximately 100 personnel, how many full-size buses should vendors plan to provide? Should vendors assume that military gear and personal baggage require additional seating or dedicated luggage capacity beyond the passenger count? The Government encourages contractor creativity to meet the potential need; i.e., X# of 40 – 50 Pax Coach Buses and X# of 9 Pax Vans for Shuttle. 9. Please clarify whether the dedicated 9-passenger support van requires continuous 24-hour driver presence or 24-hour on-call availability with a specified response time. Both options are encouraged; recommend pricing for both options. 10. If available, please provide the anticipated lodging location, exact training destination, cooperative-event date, expected daily return schedule, and estimated quantity or duration of unscheduled services. Lodging will be around Phnom Penh; Potentially at the Hyatt Regency, Training Destination is the PKO Training Center Kampong Speu, cooperative event will be only one day vicinity of Kampong Speu, Vans will be used for airport shuttle, Bus will be used for transit to PKO Training Area, unscheduled service is estimated at quantity 4.
