Description
This is a pre-solicitation notice for an upcoming requirement by Ship Repair Facility and Japan Regional Maintenance Center (SRF-JRMC) and Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Yokosuka (FLCY) for Ship Repair services. The Government intends to issue a solicitation for a Firm-Fixed-Price (FFP) contract for the repair and continuous maintenance of United States Navy (USN) Surface Ship USS SHOUP (DDG-86). The anticipated scope of work includes, but not limited to the following work items known as Task Group Instructions (TGI): 38KC312301-A01: CLEAN, ASSESS, REPAIR, AND PRESERVE POTABLE WATER TANK (4-126-1-W) 38KC312302-A01: CLEAN, ASSESS, INSPECT, REPAIR, AND PRESERVE POTABLE WATER TANK (4-126-2-W) 38KC312303-A01: CLEAN, ASSESS, REPAIR, AND PRESERVE POTABLE WATER TANK (4-150-1-W) 38KC312304-A01: CLEAN, ASSESS, REPAIR, AND PRESERVE POTABLE WATER TANK (4-150 2-W) 38KC312318-A01: CLEAN, ASSESS, AND REPAIR LUBRICATING OIL SUMP TANK (5-254-6-F) 38KC312366-A01: INSPECT, REPAIR, AND PRESERVE AFT UPTAKE SPACE 38KC3123AY-A01: PRESERVE PORT SECOND PLATFORM DECK PLATING IN 4-174-0-E 38KC3123BT-A01: REPAIR 1A GTM INTAKE 38KC3123CC-A01: REPAIR CORROSION HOLE ON HORIZONTAL STIFFENER AND REMOVAL OF UNKNOWN DOUBLER PLATE IN 3-370-0-E 38KC3123CH-A01: REPAIR CORROSION PIT ON OIL TIGHT LONGITUDINAL GIRDER No. 4 (S) in 5-300-01-E 38KC3123CK-A01: REPLACE WIRE MESH OF FOREIGN OBJECT DAMAGE (FOD) SCREEN ON 1A AND 1B GAS TURBINE MODULE (GTM) INTAKE LOUVER 38KC3123CQ-A01: REPLACE EXTERIOR INSULATION AND LAGGING ON 2B GTM EXHAUST DUCT 38KC3123CT-A01: REPLACE EXTERIOR INSULATION AND LAGGING ON 2A GTM EXHAUST DUCT 38KC313905-A03: MACHINE RADOME MOUNTING SURFACE OF ANTENNA 3-30A RADOME FOUNDATION 38KC331104-A01: REPAIR BROKEN TACK WELD ON PERFORATED SHEET OF NO. ONE SHIP SERVICE GAS TURBINE GENERATOR (SSGTG) MODULE ENCLOSURE WALL The work will be performed onboard Commander, Fleet Activities Yokosuka (CFAY), located in Yokosuka Naval Base, Japan. The anticipated Period of Performance (POP) is from 7 Dec 2026 to 18 May 2027. Projected Solicitation: The Government anticipates issuing a Request for Proposal (RFP) on or about 08 Jul 2026. The solicitation and any subsequent amendments will be made available through the System for Award Management (SAM.gov) website. Competition and Eligibility: The solicitation upon issuance is intended only for sources duly authorized to operate and do business in Japan, as prescribed by DFARS 252.225-7042. Additionally, to ensure the U.S. Navy receives satisfactory repair effort to Navy ships, boats and crafts, the solicitation will require the offerer to possess a current and active USN Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) issued by the U.S. Navy or NAVSUP FLCY. Non MSRA/ABR holders may request an application for an MSRA or an ABR certification by requesting an application package from: flcy_msra_abr_group@us.navy.mil. Please note that the MSRA/ABR Certification process may require a year to complete. Set-asides: No socio-economic set-asides will be used for this acquisition.
