**NOTICE OF INTENT TO SOLE SOURCE** This is a Notice of Intent to Sole Source published in accordance with Federal Acquisition Regulation (FAR) RFO 5.101(a) Presolicitation notice requirements and (FAR) RFO 12.102 Restricting Competition. This Notice of Intent is for a proposed award of an open market sole source award to Evoqua Water Technologies, LLC for an annual service contract for the six WRO300H Reverse Osmosis Dialysis Water System units currently in use at the VA Maryland Health Care System (VAMHCS) Baltimore VAMC 10 North Greene St. Baltimore, MD 21201. The North American Industry Classification System (NAICS) code for this service is 221310 (Water Supply and Irrigation Systems). Product Service Code (PSC) is J046 (Maintenance, Repair and Rebuilding of Equipment Water Purification and Sewage Treatment Equipment. Small business size standard is $36.0 Million. While this synopsis does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy the requirement. All responsible sources may submit a capability statement, which shall be considered by the agency, by emailing such statement and supporting documentation by NLT 10:00 AM Eastern Standard Time (EST), 10/16/2026 to Contract Specialist Patricia Thai via email at Patricia.Thai@va.gov. Please reference the announcement number (36C24527Q0030) in the subject line of the e-mail. Such documentation will be reviewed solely for the purpose of determining whether or not to conduct the procurement on a competitive basis. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government under authorities cited above. Statement of Work Scope of Work: The vendor will provide support for the six WRO300H reverse osmosis dialysis water system units listed below that are currently in use at the Baltimore VA Medical Center. The Contractor shall maintain the Mar Cor reverse osmosis dialysis water system machines in proper operating condition and assure optimum performance and reliability as well as the overall safety of the patients. The Contractor will provide all the parts and services necessary for the maintenance and repair of the provided reverse osmosis units. Service coverage must include replacement parts such as filters, repairs, preventative maintenance service and other incidentals necessary to perform scheduled preventive maintenance and to restore the covered equipment to operating specifications in accordance with the manufacturer s specifications throughout the term of the contract. The contractor shall report to Biomedical Engineering upon arriving on-site at the Baltimore VAMC, before performing any maintenance. The equipment requires a service contract to ensure that the reverse osmosis units are properly maintained and are safe and functional for use and patient care. Additionally, the contractor must provide software and quality updates, technical and clinical application support by telephone, and remote monitoring and diagnostic support to minimize unexpected equipment downtime and maximize use of the equipment. The vendor must have an approved MOU/ISA with the Department of Veterans Affairs to provide remote support. The vendor will supply the Baltimore VAMC Biomedical Engineering department with a copy of a detailed service report that meets the requirements of 21CFR820, subpart N, within 2 weeks of maintenance being completed. The service shall be performed between the hours of 7:00am and 4:00pm, Monday through Friday, unless mutually agreed upon by the contractor and the VA Biomedical Engineering department. The contractor shall schedule all maintenance with Biomedical Engineering and report to Biomedical Engineering in room 5B-183 upon arriving on-site at the Baltimore VAMC, before performing any maintenance. The Contractor shall ensure all maintenance services performed are fully documented (service reports) and will supply the Baltimore VAMC Biomedical Engineering Department with a detailed service report to include the following information: Model and serial number of equipment serviced Name of the technician Date and time called, time of arrival, point of contact, and reason for call Description of all work performed, and identification of all parts replaced including part numbers and serial numbers Written procedures followed and evidence that equipment has been inspected, calibrated, and retested/certified according to those procedures Provision and placement of labels on the part and machine to indicate that the item/machine was serviced Below is the list of equipment identified to be covered by this service contract: Mar Cor WRO300H Reverse Osmosis Dialysis Water Systems SN s Coverage Monday Friday, 7am-4pm Two business day system replacement warranty 24/7/365 remote technical support with 30-minute response time Software and quality updates Online clinical continuing education for imaging professionals Uptime commitment of 95% Preform a quarterly performance review Inspect and replace all filters quarterly Background: The VA Maryland Health Care System requires full-service coverage of the WROH 300 reverse osmosis dialysis water systems that are utilized at the Baltimore VA Medical Center. This service coverage includes replacement parts, repairs and scheduled preventive maintenance in accordance with the manufacturer s recommendations to ensure that the equipment is properly maintained and to reduce downtime of the identified equipment that results in cancellations of patient appointments.
