Notice of Intent to Sole Source - Evidence Trailer Annual Service & Repair This is a Sole Source Notice in accordance with FAR 5.207(c)(15). The Bureau of Land Management (BLM) El Centro Field Office (ECFO) intends to purchase on a sole source basis the complete annual maintenance and repair of the BLM Law Enforcement Evidence Trailer (VIN 1U9EV3738KR078725). Work includes generator servicing (fluids/filters/carburetor), fuel-system drain and clean, electrical diagnostics, plumbing/toilet repair, awning service, roof reseal/coating, HVAC service, inspection/replacement of seals and batteries, return of usable removed parts, and pickup/delivery coordination to ensure operational readiness for the FY27 ISDRA season. The purchase will be made under the Revolutionary FAR Overhaul commercial procedures at RFO FAR 12.102 (Applicability). Due to the specialized nature of the requirement, the need for integrated shop and field capabilities, local support, and schedule constraints to meet mission readiness, Desert RV Service & Towing LLC is the only responsible source reasonably available to provide all required services within the necessary timeframe and place of performance. A firm fixed-price contract is anticipated. The associated NAICS code for this requirement is 811114 (Specialized Automotive Repair), size standard: $9.0 million. The attached sole source justification has been made available for review. No solicitation documents exist currently. This notice of intent is not a request for competitive quotes or offers. A determination by the Government not to compete this proposed action lies solely within the discretion of the Government. Firms believing they have the capability to provide these services must submit information in writing and show clear and convincing evidence that they can meet the Government¿s requirements. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. Responses must reference the notice number assigned to this posting and be sent in writing to the point of contact listed in this announcement no later than September 7, 2026, at 5:00 PM EST.
