N0016426SNBXX REQUEST FOR INFORMATION (RFI) / SOURCES SOUGHT Calibration services for a diverse inventory of Test, Measurement, and Diagnostic Equipment (TMDE) PSC J052, J066, H266, H366 NAICS 541380, 811219 1.0 Objective & Background This Request for Information (RFI) / Sources Sought (SS) notice is issued by the Naval Surface Warfare Center (NSWC), Crane Division Contracting Department, Crane, IN. The NSWC Crane Contracting Department is conducting market research to identify potential industry partners capable of providing comprehensive calibration services in accordance with OPNAV 3960.16 for a diverse inventory of Test, Measurement, and Diagnostic Equipment (TMDE). Currently, NSWC Crane utilizes organic support in combination with a SeaPort Task Order and a Blanket Purchase Agreement (BPA) for calibration of TMDE for navy programs at NSWC Crane. The Government is exploring the feasibility of consolidating these requirements into a single, multi-year contract (e.g., Base Year plus Option Years). The primary objective of this market research is to determine if industry is interested in running the calibration program in accordance with the OPNAV 3960.16 at the contractor's own facility or government owned contractor ran facility. The Government is seeking capability statements regarding the calibration of approximately 2,700 unique TMDE types and ~7,000 total TMDE assets annually to ensure operational readiness and strict compliance with technical standards. 2.0 Acquisition Strategy & Disclaimer THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is for planning purposes only and does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. The information provided in the RFI is subject to change and is not binding on the Government. The Navy has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned. Information gathered from this market research will directly inform the Government's future acquisition strategy, including the determination of contract type, the feasibility of consolidating these calibration services, and the viability of shifting the primary place of performance to contractor-owned facilities. 3.0 Incumbent Contract Information The current workload is distributed across the following contract vehicles: Supported Equipment N0017819D8285/N0016423F3007 Goldbelt ILS 5/1/2023-4/30/2028 Unsupported Equipment N0016426A0026 Cross technologies 4/1/2026-3/31/2031 N0016426A0025 ENI 4/1/2026-3/31/2031 N0016426A0024 Transcat 4/1/2026-3/31/2031 N0016426A0023 Micro precision 4/1/2026-3/31/2031 N0016426A0022 Tektronix 4/1/2026-3/31/2031 4.0 Summary of Requirements The required calibration services span multiple asset categories. All calibration services must be performed in accordance with ISO/IEC 17025, navy approved and/or specialized approved procedures. Technical Standard & Location Requirements: The Government intends for the bulk of calibration services to be performed by the contractor at the contractor's facility. All calibrations must conform strictly to the ISO/IEC 17025 standard. While most calibration efforts will be conducted at contractor facilities and on station at NSWC Crane, there will be a significant amount of calibration workload that will be conducted at various industry locations supporting NSWC Crane workload. Locations vary across Indiana and adjoining states and are subject to change through the life of the contract. Logistics requirements: Personnel physically inspect the shipping container and the TMDE itself for transit damage. Onsite Pick up/delivery of assets 2-5 times per week Reference MIL-STD-2073-1 for assets over $10,000 Verifies that all components listed on the shipper's DD Form 1149 or stowage list are present. Engineering services: The Contractor shall provide high level support in Metrology and Calibration Laboratory for various project and programs at NSWC CRANE. Various Administration support: Contractors must maintain rigorous, auditable stewardship of all GFP throughout its lifecycle using the Procurement Integrated Enterprise Environment (PIEE) GFP Module. Workload Distribution The historical and projected annual workload includes, but is not limited to, the following functional shop code categories: Shop Code Category Estimated Annual Calibration Volume TORQUE - 1,219 METERS/D&A - 1,070 POWER SUPPLIES - 571 FIELD CAL (Onsite) - 341 HANDTOOLS - 275 PRESSURE/VACUUM - 175 MICROWAVE ACTIVE - 394 SIG GEN - 276 TEMP/HUMIDITY - 454 Other Specialized Equipment - ~2,000+ (Combined) 5.0 Submission Instructions Interested parties are requested to respond to this RFI with a comprehensive capability statement addressing their ability to meet the workload requirements outlined in Section 4.0. Delivery Method Submissions must be sent via e-mail only to the designated Point of Contact. Proprietary Info Must be minimized and clearly marked. Please segregate proprietary information to aid the Government's review. Required Information to Include Interested parties are requested to submit a Capability Statement addressing the following key areas: Corporate Overview Company name, CAGE code, UEI, socio-economic status (e.g., Small Business, 8(a), SDVOSB), and current CMMC Certification Level. Contractor Facility Capacity Explicit confirmation of the vendor's ability to host and process this volume of equipment at their own facility, rather than relying on Government space. The contractor should be within distance capable of being here 2-5 a week. Technical Capability Overview of laboratory capabilities for the listed categories, current accreditations (e.g., ISO/IEC 17025, ANSI/NCSL Z540.1, ANSI/NCSL Z540.3), and capacity to maintain industry standard turnaround times (TAT) for high-volume throughput. Logistics and Handling Specific processes for managing the logistics pipeline: secure transportation, shipping/receiving of government assets, and the methodology for dispatching technicians for the ~340 required onsite (field) calibrations.
