Description
The City of Naperville is seeking a qualified licensed biosolids (sludge) hauling contractor to remove, transport, and land apply dewatered aerobically digested biosolids for a 24-month bid contract period. Biosolids are to be removed from the Springbrook Water Reclamation Center (SWRC) located at 3712 Plainfield-Naperville Road, Naperville, Illinois. The biosolids will be hauled from SWRC to agricultural farmland and/or sod farms and applied in accordance with United States Environmental Protection Agency (USEPA) Standards for the Use or Disposal of Sewage Sludge (40 CFR Part 503), Illinois Environmental Protection Agency (IEPA) Design Criteria for Sludge Application on Land (35 IAC Part 391), the CITY’S Land Application of Sewage Sludge Permit (2022-SC-67585), and all other applicable federal, state, and local regulations. These specifications are based on the CITY’S current permit which expires on September 30, 2027 (Attachment A). The biosolids produced at SWRC is Class B centrifuge dewatered cake . SWRC biosolids originate in our aerobic digestion process. The aerobically digested thickened biosolids are pumped to a biosolids processing building where centrifuges dewater the material. The dewatered cake is stored in a biosolids storage building.
