Description

The Idaho Air National Guard (the Government) intends to issue a Firm-Fixed-Price order to a single source, Boise State University, on or about 10 September 2026. The Idaho Air National Guard Recruiting has a requirement to engage with a highly-specific, collegiate-aged demographic (e.g., ages 18-30) within the state of Idaho in support of its recruiting mission. To achieve this, the agency requires a partnership that provides direct and authentic integration with the gaming and E-Sports programs at Boise State University. Boise State University operates the largest and only major E-Sports program in the state of Idaho. This program provides the Idaho Air National Guard with unique and unparalleled access to its target recruiting demographic through prominent branding, direct student engagement, and established events, including a High School Championship league that extends reach into a key recruitment pool. This existing ecosystem of young gamers and the platform to connect with them is unique to Boise State University. The specific nature of the E-Sports program, including its established viewership, large-scale participation in high school events, and significant social media following, makes it the only responsible source capable of meeting the Government's requirements for this specific marketing and recruiting initiative. No other organization in the state of Idaho offers a comparable E-Sports platform with this level of reach and integration. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Government. The Government will consider responses received within 15 business days of issuance of this notice. Information received will normally be considered solely for the purpose of determining whether or not to conduct a full and open competitive procurement. The Government will not pay for any information received in response to this announcement. A determination not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Contractors should be aware of the following information: Contractors must include the following information: Points of contact, addresses, email addresses, phone numbers. Identification as a large U.S. business, a small U.S. business, or a foreign business, based on the NAICS code for this effort listed above. Identification of any other socioeconomic status (Women-Owned Small Business, 8(a), Service Disabled Veteran Owned Small Business, etc.). Company CAGE Code or Unique Entity ID (SAM). In your response, you must address how your organization and its services can meet the unique requirements specified above. Submitted information shall be UNCLASSIFIED. Responses are limited to 10 pages in a Microsoft Word compatible format. Responses should be emailed to Treyvlin Jones at treyvlin.jones@us.af.mil no later than 2 September 2026, 3:00 PM EST. Any questions should be directed through email; telephone inquiries will not be accepted. Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this Notice of Intent until funds are available. The Government reserves the right to cancel this action. In the event the Government cancels this action, the Government has no obligation to reimburse an offeror for any costs.
