Description
INTRODUCTION Battelle Energy Alliance, LLC (BEA), the Management and Operating Contractor of the U.S. Department of Energy (DOE)‑owned Idaho National Laboratory (INL), is seeking Expressions of Interest (EOI) from qualified vendors capable of providing a comprehensive Chemical Management Managed Service to support INL’s research and operational mission. This service is critical to maintaining safe, compliant, and reliable chemical lifecycle management across INL’s laboratory and facility network. BACKGROUND INL is a U.S. Department of Energy (DOE) national laboratory dedicated to nuclear energy, national security, and clean energy innovation. INL utilizes an enterprise Chemical Inventory System (CIS) to manage the lifecycle of chemicals (acquisition, receipt, storage, use, transfer, and disposition). The proposed managed service will operate and administer INL’s CIS, ensure accurate inventory control, maintain Safety Data Sheets (SDS) governance, and coordinate sitewide chemical handling practices to meet OSHA, EPA, and DOE requirements. SCOPE OF WORK Responding vendors must be capable of delivering the following on‑site and system administration services: On‑Site Chemical Coordination: Staff chemical coordinators to perform chemical lifecycle tracking, including approval, purchasing, labeling/barcoding, staging, storage verification, periodic hands-on inventories, reconciliation with purchasing/receiving and inventory records, and disposition. CIS Administration & Data Governance: Maintain CIS data, container records, SDS library, hazard classifications, locations, and user permissions; perform data quality reviews to support data integrity and reporting. Compliance & Reporting: Support regulatory reporting (e.g., Tier II/EPCRA), hazard communication, container tracking, and disposition workflows; maintain documentation and SOPs aligned to DOE/OSHA/EPA requirements. Operational Interfaces: Coordinate with purchasing, vendor management, receiving, and warehouse functions to ensure PO/packing list reconciliation and accurate CIS updates. Training & User Support: Provide onboarding and periodic refresher training for CIS users and lab personnel; publish quick guides and job aids. Program Management: Establish KPIs (inventory accuracy, reconciliation cycle time, SDS currency), dashboards, weekly/monthly status reports, and continuous improvement plans. Security & Clearances: Demonstrate the ability for on‑site staff to obtain required DOE clearances (e.g., L‑level) and pass background checks consistent with INL policy. Transition & Sustainment: Provide a mobilization plan, knowledge transfer, risk assessment, and continuity of operations approach. PROCESS This EOI is the first step in identifying interested and qualified vendors for future solicitation. Responses may be used to inform the development of a formal solicitation list. Selected vendors may be invited to participate in a Request for Proposal (RFP) process for award consideration. SUBMITTAL REQUIREMENTS Interested vendors should submit an Expression of Interest that includes the following: Company name and point of contact. Description of capabilities for delivering managed chemical services at government research sites (on‑site coordination + CIS administration). Demonstrated experience operating enterprise chemical inventory systems and managing chemical lifecycle workflows (include case studies or references). Safety, compliance, and quality programs (SOPs, training, QA/QC). Staffing plan (e.g., Program Manager, Lead Chemical Coordinator, CIS Administrator), resumes/qualifications, and relevant certifications. Local presence and response capabilities (Idaho Falls area support, hours, on‑call). Implementation timeline and mobilization approach. Pricing model (e.g., firm‑fixed price, T&M, hybrid) and rate card. NAICS and business size classification. Any deviations/exceptions to scope.
