Description
PR16205463 - Hungarian Payroll and Social Security Tax Administration Services The U.S. Embassy in Budapest, Hungary requires comprehensive personal income tax, social security, and pension contribution calculation, deduction, reporting, and advisory services for its locally employed Hungarian staff, in full compliance with Hungarian Tax Legislation, the National Tax and Customs Administration of Hungary, and Hungarian Social Security regulations. The Contractor shall mainly provide payroll administration and tax compliance services for Hungarian employees on a bi-weekly payroll schedule (26 periods per year). The contract period is planned for 1 calendar year, from January 1, 2027 to December 31, 2027, with 3 consecutive optional years exercisable at the sole discretion of the U.S. Government. Examples of the services the provider will be expected to deliver: Payroll processing and calculations (wage calculations, bi-weekly payroll and tax calculations utilizing automated software, e.g., NEXON or equivalent, etc.) Social security and health insurance administration (assessing eligibility, calculating health insurance and social security allowances, maintaining statutory records, etc.) Employee master data management (onboarding, offboarding, tax declarations, operational calendars, etc.) Regulatory reporting and statutory filings (communication with NAV and Social Security authorities, submitting mandatory filings and forms, preparing statistics and documents, etc.) Audit assistance, revisions, employee briefings and trainings, etc. All firms that respond to this solicitation must be technically qualified and financially responsible to perform such services. At a minimum, each offeror must meet the following requirements to submit a proposal: Have an established business with a permanent address and telephone listing in Hungary Be able to understand written and spoken English Have the necessary personnel, equipment, and financial resources available to perform the work, including trained and qualified payroll technicians Have all licenses and permits required by local, Hungarian law Have liability insurance Contractual Framework The contracting party shall be the U.S. Embassy in Hungary, a diplomatic mission of the United States of America, and not a Hungarian commercial entity. Contracts awarded by the Embassy are governed by applicable U.S. federal acquisition laws and regulations, including the Federal Acquisition Regulation (FAR) and Department of State Acquisition Regulation (DOSAR), as well as applicable international agreements, including the Vienna Convention on Diplomatic Relations. The Embassy will issue its own U.S. Government Purchase Order as the contractual instrument. The Embassy will not execute or accept a contractor's standard Hungarian contract, terms and conditions, or other contractual form in lieu of the U.S. Government Purchase Order.
