Description
Notice of intent to use a brand name product. The Naval Facilities Engineering Systems Command, Pacific (NAVFAC Pacific) is performing a market survey to determine if other potential sources of supply can provide a transformer protection relay that has equal performance requirements as the SEL-387L, manufactured by Schweitzer Engineering Laboratories (SEL), 2350 NE Hopkins Court, Pullman, WA 99163. Fiscal Year 2027 SIOP PROJECT P-8026 ELECTRICAL BACKBONE Pearl Harbor Naval Shipyard and IMF Joint Base Pearl Harbor-Hickam, Hawaii, requires transformer protection relay that has equal performance requirements as the SEL-387L with the following characteristics: Line Differential Protection – Protect transmission or distribution lines using current differential protection for high-speed clearing of internal line faults. Provide dual-slope differential elements with external fault security and communications-assisted protection for internal fault detection while maintaining stability during external faults. Backup Protection – Provide comprehensive backup protection including phase, negative-sequence, and ground overcurrent elements, directional overcurrent elements, breaker failure protection, and configurable distance or permissive tripping functions as required for reliable line protection. Line Monitoring – Monitor three-phase currents, voltages (when applicable), frequency, power, sequence quantities, and communications-assisted protection status. Provide fault location and disturbance analysis capabilities to support system operation and maintenance. Reporting and Monitoring – Provide event reporting with sequential event recorder (SER), oscillographic event reports, fault records, and communications diagnostics to document faults, trips, currents, voltages, and relay operations for post-event analysis. Panel Control Switches – Conveniently sized operator controls shall be located on the relay front panel and configured to track associated operator control functions, including breaker control, relay status, and programmable pushbutton operations. This notification is for market research purposes only to identify if other potential sources of supply can meet the requirements of the Government. This is not a request for proposals, quotes, or an invitation for bid. The intent of this notice is to identify other potential sources of this product. To be considered, please submit detailed technical data for the Government to conduct a comprehensive evaluation of your manufactured product to ensure compatibility with the existing system. In accordance with FAR 15.201(e), a response to this notice is not an offer and cannot be accepted by the Government to form a binding contract. The responder is solely responsible for the information it submits and any associated costs. The Government reserves the right to disregard any submittal that is incomplete or vague.
