* This solicitation has changed from a Sole-Source procurement to a Limited Competition procurement. Synopsis Handheld Network Analyzer FSH8 Naval Air Warfare Center Aircraft Division _____________________________________________________________________ Synopsis: Handheld Network Analyzer Part Number FSH8 N6833526Q1163 Classification Code: 6625 – Electrical and electronic properties measuring and testing instruments NAICS Code(s): 334515 – Automotive electrical engine diagnostic equipment manufacturing Location: Naval Air Warfare Center Aircraft Division Lakehurst Notice Type: Synopsis Description: The Naval Air Systems Command, Lakehurst, NJ intends to issue a contract on a limited competition basis between Rhode and Schwarts (82199) and their authorized distributors for the acquisition of one (1) PN: FSH8 (FSH 8 model .28, SKU 1309.6000.28, Handh.spectr.analyzer 100kHz-8GHz, preampl.,track.gen.,VSWR). The intended use measure electrical phenomena and quickly test, verify, and debug their circuit designs and measure voltage waves. Rhode and Schwarts owns the proprietary rights to the drawing and design of this equipment. As the Original Equipment Manufacturer (OEM Rhode and Schwarts is the only source with the requisite knowledge, experience, technical expertise and technical data to provide the required PSE. The Government does not own rights to the drawings and technical data package necessary to support a competitive acquisition. There are no other manufacturers identified that were able to meet the Government's requirements. This notice of intent is not a request for competitive proposal; however, the Government will consider all responses received within 15 days after the date of publication of this synopsis. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a full and open competitive requirement. A determination by the Government not to open the requirement to full and open competition based upon responses to this notice in solely within the discretion of the Government. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. No contract will be awarded on the basis of offers received in response to this notice. All inquiries and concerns must be addressed to the Contract Specialist, Ms. Alexis Kelly at alexis.r.kelly.civ@us.navy.mil. Responses to this notice must be submitted by 29 September 2026. A determination not to compete this requirement is within the discretion of the Government. Any response to this notice must be advantageous to the Government in a future competition.
