DEPARTMENT OF THE AIR FORCE 356th Expeditionary Theater Support Group (PACAF) Andersen Air Force Base, Guam Date: 13 August 2026 Solicitation Type: Request for Quote (RFQ) – Simplified Acquisition Requirement: Portable Toilet & Handwash Station Rentals (with Servicing) Project Location: Andersen AFB, Guam 1. Opportunity Overview The 356th Expeditionary Theater Support Group (356 ETSG/CONS) is soliciting quotes for the rental, delivery, placement, and regular maintenance/servicing of portable toilets and handwash stations at varying locations at Andersen AFB, Guam. None of these locations are in restricted areas. This is a simplified acquisition conducted in accordance with FAR Part 13 procedures. No formal contract clauses or provisions are attached to this solicitation; however, the resulting purchase order/contract will incorporate standard federal commercial terms. 2. Strict Performance Schedule To meet operational timelines, the performance start date is firm and will only be negotiated if one or no vendors can meet it. Delivery & Performance Start Date: 31 August 2026 (Units must be on-site, fully operational, and serviced starting this date). Period of Performance (PoP): 12 Months (31 August 2026 – 30 August 2027) with four (4) one-year options. By submitting a quote, the vendor certifies and guarantees they have the immediate asset availability and labor capacity to meet this start date. 3. Bid Schedule (CLIN Structure) All quotes must be submitted in accordance with the Contract Line Item Number (CLIN) structure outlined in the PWS and below. The Vendors must provide pricing for all of the following CLINs to be considered for award: CLIN 0001: Portable Toilets – 14 each CLIN 0002: Handwash Station – 6 each CLIN 0003: Relocation of Portable Toilets/Handwash Stations (All units) – 10 Jobs CLIN 0004: Additional Servicing for Toilets and Handwash Stations (All units) – 10 Jobs Option Year CLINs- CLIN 1001: CLIN 0001 option year 1 CLIN 1002: CLIN 0002 option year 1 CLIN 1003: CLIN 0003 option year 1 CLIN 1004: CLIN 0004 option year 1 CLIN 2001: CLIN 0001 option year 2 CLIN 2002: CLIN 0002 option year 2 CLIN 2003: CLIN 0003 option year 2 CLIN 2004: CLIN 0004 option year 2 CLIN 3001: CLIN 0001 option year 3 CLIN 3002: CLIN 0002 option year 3 CLIN 3003: CLIN 0003 option year 3 CLIN 3004: CLIN 0004 option year 3 CLIN 4001: CLIN 0001 option year 4 CLIN 4002: CLIN 0002 option year 4 CLIN 4003: CLIN 0003 option year 4 CLIN 4004: CLIN 0004 option year 4 Note: For CLINS (0-4)001 and (0-4)002, please provide the unit price by month, and not by unit, including the rental and servicing fee within the CLIN pricing. For CLINs (0-4)003 and (0-4)004, please provide the unit price per event for all units and not per unit. Do not average these by month; quote the total cumulative cost for 10 events. 4. No Further Requests for Information (RFIs) RFI Status: CLOSED No additional questions, clarifications, or Requests for Information (RFIs) will be accepted or answered for this solicitation. Vendors must formulate their pricing based strictly on the current requirements and specifications detailed in the provided SOW. 5. Submission Instructions & Deadline Quotes must be submitted electronically via email to both of the designated Contracting Points of Contact listed below.
