Global Distribution Expeditionary Contract

In accordance with DLAD 17.96 and RFO FAR 6.103-1, the Defense Logistics Agency (DLA) Distribution intends to issue a modification to Contract SP330021D5002 on a sole source basis to Olgoonik Federal, LLC. This contract known as the Global Distribution Expeditionary Contract (GDEC) provides critical labor and distribution support for workload surges, unforeseen or unplanned requirements, contingency operations, humanitarian missions, labor augmentation, and special projects. The modification will extend the ordering period by six (6) months through 31 March 2027, and contain a six (6) month option period through 30 September 2027, if necessary. This modification will also increase the contract ceiling by $100,000,000.00, raising the total ceiling to $415,500,000.00. This bridge action is necessary as DLA Distribution does not have any other contracts in place that provide for warehouse and distribution support for humanitarian, contingency, labor augmentation, audit readiness changes, or other unplanned requirements, both CONUS and OCONUS. This interim, short-term action is required because the follow-on procurement the DLA Distribution Expeditionary Capabilities Contract (DECAP) and the DLA Distribution Labor Support Services Contract will not be operational or awarded in time to meet immediate and ongoing operational requirements. This action is being taken pursuant to RFO FAR 6.103-1(c)(2)(ii), as only the incumbent contractor, Olgoonik Federal, LLC, can provide the required services without unacceptable delays. Standing up a new contractor would require onboarding, security vetting, facility access approvals, training, and integration with DLA Distribution systems activities that cannot be completed within the required time frame. The incumbent currently maintains the necessary staffing, facilities, equipment, and materials to continue immediate performance. A Justification and Approval document supporting this non competitive action will be posted to SAM.gov once fully executed. This notice is for informational purposes only.
